Position Title: Strategic Budget Plans and Execution Support Professional

Description:
Waypoint's client is seeking a highly accomplished and experienced Strategic Budget Plans and Execution Support professional to provide expert financial management consulting services to a key U.S. Government client within the Intelligence Community (IC) or Department of Defense (DoD). This senior-level role requires deep expertise in the intricacies of the federal budget cycle, from strategic planning and program development through formulation and execution. The ideal candidate will leverage their extensive experience to guide resource allocation decisions, ensure fiscal compliance, and provide critical financial insights to senior government leadership.
Responsibilities:
• Lead and support the development, coordination, and implementation of long-range strategic budget plans and multi-year resource programs.
• Provide expert analysis and guidance throughout the Planning, Programming, Budgeting, and Execution (PPBE) cycle.
• Oversee and manage budget formulation activities, including the preparation, review, and submission of budget justification materials (e.g., CBJB, IPBS/NIPBS exhibits).
• Direct and monitor budget execution, including tracking commitments, obligations, and expenditures against approved plans; identify variances and recommend corrective actions.
• Conduct complex financial analysis, performance monitoring, and reporting to support resource management and decision-making.
• Develop and present detailed financial briefings, reports, and issue papers to senior client leadership and other stakeholders.
• Serve as a subject matter expert on federal fiscal law, policies, regulations, and procedures.
• Advise program managers and government leadership on the financial implications of programmatic decisions and resource allocation strategies.
• Collaborate effectively with diverse stakeholders across various directorates, program offices, and external oversight bodies.
• Ensure rigorous compliance with all relevant financial regulations and reporting requirements.
Required Skills:
• Minimum of fifteen (15) years of progressive, hands-on experience specifically in federal budget planning, programming, formulation, and execution.
• Demonstrated significant experience supporting U.S. Intelligence Community (IC) or Department of Defense (DoD) organizations.
• Expert-level understanding of the federal PPBE process and its associated timelines, products, and decision points.
• Proven experience developing and defending complex budget justification materials for OMB and Congressional review.
• Strong analytical and quantitative skills, with the ability to interpret complex financial data, identify trends, and develop actionable recommendations.
• Exceptional written and oral communication skills, with demonstrated experience briefing senior executive-level (SES/GO/FO) personnel.
• Proficiency in using government financial management/accounting systems and advanced proficiency in Microsoft Excel for data analysis and modeling.
Desired Skills:
• Master's Degree in relevant field
• Professional certifications such as Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM).
• Direct experience with specific IC or DoD financial management systems relevant to the client environment.
• Experience managing large, complex program budgets across multiple appropriations.
