Job Description
Cydecor is seeking a Program Manager to provide support to a Naval Sea Systems Command (NAVSEA) customer in Washington, DC.
This role will support the management of SBIR/STTR Programs through all phases. Candidates should possess strong background with DOD R&D acquisition programs, as well as expertise with SBIR/STTR policy and procedures.
Job responsibilities include but are not limited to:
Education: Master's degree in a Business, Management or equivalent
Work Schedule: M-F 0900-1700
Compensation and Benefits:
The anticipated compensation range for this position is $145,000.00-$175,000.00. There are numerous factors that can impact a final salary/hourly rate including, but not limited to, relevant work experience, skills and competencies that align to the role, work location, education/certifications, and a contract's Labor Categories.

Job Description
Cydecor is seeking a Program Manager to provide support to a Naval Sea Systems Command (NAVSEA) customer in Washington, DC.
This role will support the management of SBIR/STTR Programs through all phases. Candidates should possess strong background with DOD R&D acquisition programs, as well as expertise with SBIR/STTR policy and procedures.
Job responsibilities include but are not limited to:
- Oversee the end-to-end execution of the Department of Defense (DoD) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, ensuring alignment with NAVSEA strategic objectives and acquisition priorities.
- Develop and implement standard operating procedures, workflows, and best practices for managing SBIR/STTR R&D acquisition efforts in accordance with DoD 5000 series guidelines, FAR/DFARS, and NAVSEA-specific policies.
- Provide programmatic and technical oversight across all SBIR/STTR phases (Phase I, Phase II, and Phase III), including topic development, proposal evaluation, contract award, performance monitoring, transition planning, and commercialization strategies.
- Coordinate with contracting officers, legal counsel, and financial analysts to facilitate timely and compliant contract awards, modifications, and closeouts.
- Lead the preparation and submission of required SBIR/STTR reports, metrics, and data analysis to stakeholders, including DoD SBIR Program Office, NAVSEA HQ, and other oversight entities.
- Stay informed of changes in federal R&D policies, small business legislation, and acquisition reform initiatives that may impact SBIR/STTR program execution.
- 12 years of professional experience in DOD or component R&D acquisition
- 3 years of DOD or component SBIR/STTR program management
- 3 years supervisory experience with SBIR/STTR programs
- Experience and expertise in the SBIR/STTR DOD 5000 process and guidelines
- More than 15 years of experience related to the position description
