Overview: The Supply Chain organization is looking for an experienced Construction Procurement Specialist to join our Procurement Team, supporting the Facilities Team. The ideal candidate will have expertise in construction, design, architecture, and engineering (A&E) procurement, including knowledge of various delivery methods (DBB, DB, CMAR), sourcing strategies, pricing, negotiation, awarding, and documentation. Familiarity with bid/proposal activities such as IFB, RFP, QBS, Quote, and RFI is essential.

Key Responsibilities:
  • Plan, solicit, administer, and close out feasibility, design, and construction-related contracts, primarily for facility development and renovation projects.
  • Engage with suppliers to mitigate risks and ensure project completion on time and within budget.
  • Execute subcontract agreements/purchase orders, create contract files, and manage change orders.
  • Provide professional and courteous customer service.

Responsibilities Include:
  • Prepare bid documentation and coordinate a cross-functional, competitive bidding process.
  • Solicit and analyze quotations; negotiate terms and conditions.
  • Execute and administer subcontract agreements/purchase orders, create contract files, and manage change orders for multiple construction projects.
  • Collaborate closely with the Facilities team, project teams, and suppliers to meet expectations.
  • Prepare necessary correspondence and documentation.
  • Manage the acquisition of materials and services, ensuring cost-effectiveness and uninterrupted supply.
  • Lead or participate in meetings with suppliers to resolve issues and maintain supplier relationships.
  • Analyze trends and make corresponding decisions/recommendations.
  • Perform other duties as assigned.
  • Provide professional and courteous customer service.

Requirements:
  • Bachelor's Degree in a related field (e.g., Business, Construction Management, Engineering, or Supply Chain Management).
  • Minimum of eight (8) years of experience in feasibility, design, and construction contracting (experience in Private Sector, General Contractor, Construction Manager procurement and contracting is a plus).
  • Experience with the entire construction project life cycle (feasibility, design, construction, closeout).
  • Experience with construction of ICD 705/TEMPEST compliant closed/secure workspaces.
  • Proficiency in Microsoft Office, Excel, Word, and PowerPoint.
  • Demonstrated ability to present ideas both written and orally within a cross-functional environment.

Desired Qualifications:
  • Active DoD Secret Clearance.
  • Knowledge of the supply base in key facility locations, including Huntsville, AL; Titusville, FL; Odon, ID; Cape Canaveral, FL; Clearfield, UT; and MA.
  • Third-party procurement or contracting certifications (e.g., NCMA, DAU, NIGP, APICS).
  • Master's Degree in a related field (MBA, MPA).
