Duties

  • Serves as the Supervisor of the IT Branch, supervising a team of specialists performing Systems Administration and the delivery of Information Technology.
  • Formulates and publishes technical guidance and standard operating procedures for IT specialists; and ensures that supplies, equipment and other materials are available.
  • Provides advice and guidance to managers and customers on a wide variety of applications, operating systems, protocols and equipment used in providing information technology customer support services.
  • Develops performance management place and performance measurement methods and tools. Develops goals to support the organization's IT Strategic Plan.
  • Supervises assigned staff. Plans short--range and long-range work to be accomplished. Implements systems security plans, policies and preventive maintenance schedules.

  • Must possess or obtain (within 6 months of employment) and maintain most applicable Computing Environment (CE) certificates of training and a minimum Information Assurance baseline security certification of Security+ equivalent (or higher).
  • Satisfactory completion of all pre-employment checks in accordance with AR 215-3, i., to include a Tier III Secret clearance.
  • Work hours include weekdays and occasional nights, weekends, holidays and events.
  • This position is dual compensation exempt; All GS and NAF employees holding FLEX positions are eligible to apply for this position.
Qualifications

Qualification Requirements:

1. Master's degree or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in computer science, information systems management, mathematics, operations research, statistics, or technology management.

OR

2. One (1) year specialized system installation and programming experience sufficient to demonstrate knowledge and skill in:
  • IT theories, principles, concepts, standards, and methods.
  • IT policy and planning concepts and practices.
  • Interrelationships of multiple IT disciplines.
  • Methods, approaches, and practices for managing communities of interest involved in development and implementation of IT architectures, investment planning, e-government, and other IT related legislative and policy initiatives.

HIGHLY PREFERRED are applicants who possess the minimum qualifications above AND all of the following:
1. Previous work experience administering DoD computer systems/networks
2. Possession of the following certifications:
(a) the most applicable Computing Environment (CE) certificates of training AND
(b) a minimum Information Assurance baseline security certification of Security+ equivalent (or higher certification)

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives may be paid.
  • Incentives may be authorized if it is determined to be in the best interest of the government.
Non-Foreign Overseas Allowances
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
