POSITION SUMMARY:

This exempt position independently manages the Data Systems Quality Assurance Program. Provide the delivery of quality data and products to meet all operational requirements. Support operations ensuring adherence to all regulatory, contractual, and internal quality standards.

MAJOR JOB ACTIVITIES:
  • Reviews Operational Requirements, Directives, and Data Management & Analysis Plans and provide inputs.
  • Monitor, review, and inspect data products produced at PMRF to ensure quality and completeness.
  • Set clear goals for ensuring that data is accurate, complete, reliable, and timely. This includes defining quality metrics such as data accuracy, consistency, validity, and completeness.
  • Manage all post-operation data submissions-including Unclassified, Classified, and Secret data-for distribution, archiving, or transfer to the operations conductor, in accordance with data requests or operational directives.
  • Ensure products, services, and processes consistently meet or exceed quality standards and deadlines.
  • Develop Data Product Status Trackers for each supported operation, and clearly communicate requirements and deadlines to all relevant stakeholders
  • Coordinate Data Systems activities with the Government Systems Manager (GSM), Mission Engineers, Program Managers, and Koa Lani Management to ensure alignment and mutual awareness of data requirements.
  • Attend and actively participate in meetings such as Operational Scheduling, Operation Briefs, Program Presentations, Hot-Wash reviews, and Lessons Learned sessions; may require off-island travel to support meeting attendance.
  • Maintain detailed records of quality assurance checks for each data item or package. Track statistical data on quality, including error quantities and patterns, to identify trends and recommend corrective actions. Prepare and submit data analysis and summary reports
  • Recommend improvements to data production processes or propose new programs to enhance data quality and reduce errors. Monitor the implementation of changes to verify effectiveness and ensure measurable improvements.
  • Assist in planning and coordinating long-term operational projects to ensure data requirements are met, and that necessary instrumentation and personnel are available. Provide technical expertise and propose alternative solutions to resolve conflicts as needed.
  • Assist with all Data Systems procurement activities (e.g., Purchase Requests, P-Card, Travel) and ensure compliance with customer, corporate, and project policies.
  • Assist in a supervisory capacity in the absence of the Data Systems Supervisor to ensure uninterrupted support for all requirements
  • Prepare and submit all Contract Data Requirements (CDR) in a timely manner, ensuring compliance with deadlines.
  • Performs additional duties and tasks as assigned by the Supervisor.


WORKING ENVIRONMENT:

Environment:
  • Works in general office and computer room environment.
  • Must be able to handle multiple tasks, attention to detail and well organized.
  • Extended operational hours and occasional weekend/holiday activity during sustained periods of surge mission support.

MINIMUM QUALIFICATIONS:

Education:

High School or equivalent

A.S. Degree
  • Four years of related experience can be substituted for education.


Experience:
  • Two (2) years of QA experience preferred.
  • Knowledge of quality and process improvement programs preferred.
  • Strong interpersonal and communication skills required
  • Must possess the following PC skills: Microsoft Office (Word, Excel, Access)


SECURITY CLEARANCE: Secret security clearance is required. Applicants selected must be a US Citizen in order to apply for a Secret Security Clearance. Applicants selected either must currently possess a Secret clearance or will be subject to a government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.
