- Demonstrated experience serving as an Engineer Level 3, Construction Management Representative, Owner’s Representative, Project Specialist, Project Manager or similar position on at least three (3) construction projects in the previous five (5) years with construction values of at least $1 million each project and which involved the active management, oversight and/or inspection of multiple construction trades and which required close coordination with the Government/Owner on daily construction issues. Due to the technical requirements of project within this program and the current ongoing construction projects taking place at the PRPA, the PS personnel proposed for this Call Order will be more favorably rated for the following disciplines: architect, structural engineer, civil engineer or construction manager, as well as, have prior experience working on this PRPA program for NPS or another agency in the last 10 years. If experience is with another agency, please provide a reference for verification.
- Demonstrated construction experience on project(s) located in a secure facility and with very limited site access, and on project(s) which involved construction activities in very close proximity to sensitive natural and/or cultural (buildings, historical artifacts, or similar) resources
- Demonstrated experience performing and coordinating communication and work among multiple stakeholders in a construction environment, representing and communicating the interests, and assisting with or performing negotiations in a construction environment.
- Demonstrated experience reviewing engineering designs, contractor shop drawings and/or vendor specifications and plans, or similar, to determine constructability and practicality of proposed work and adherence to established standards and requirements.
- Candidate(s) shall meet the education and work experience requirements for a Level 3 Engineer. Has managed projects ranging from simple to complex design and construction with multi-year phasing and overlapping schedules, high visibility, multiple functions (design, construction, planning), controversy, unusual design/construction components with novel problems requiring unique solutions, significant political interest/oversight, and jurisdictional disputes; possesses knowledge of project management concepts, and understanding of authorities, responsibilities, and accountabilities of the "project management philosophy; has strong written and verbal communication, problem-solving, and conflict resolution skills; possesses knowledge of contract administration and compliance; possesses knowledge of software including Microsoft Project, Word and Excel.
- Minimum 4+ year Bachelor’s degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 8 or more years of relevant construction / engineering work experience; Registered Professional Engineer in one of the 50 states or U.S. Territories, preferably the District of Columbia, Maryland or Virginia – OR – has a Master’s degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 6 or more years of relevant construction / engineering work experience – OR – has a Doctorate degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 4 or more years of relevant construction / engineering work experience.
