Computer Technologies Consultants (CTC) is seeking a Delivery Manager to support the Centers for Medicare & Medicaid Services (CMS) in the National Capital Region (NCR). This is a full time onsite position.

Position Title : Delivery Manager
Position Location : This position is full time, on-site in the National Capital Region
Daily Responsibilities:
•Serve as a direct liaison to the client Product team with responsibility for delivering products using the agile methodology.
•Delivers products using the appropriate agile project management methodology, learning & iterating frequently.
•Works with client Product Owner to define product roadmap, OKRs (Objectives & Key Results) and translating this into user stories.
•Leads the collaborative, dynamic planning process - prioritizing the work that needs to be done against the capacity and capability of the team.
•Ensures all products are built to an appropriate level of quality for the stage (alpha/beta/production).
•Actively and openly shares knowledge of best practice.
•Lead and manage full lifecycle delivery of federal IT programs, ensuring quality, timeliness, and budget adherence.
•Implement and enforce DevSecOps frameworks, CI/CD pipelines, and automated security practices.
•Develop and maintain integrated master schedules, risk registers, and communication plans.
•Prepare program status reports, dashboards, and briefings for executive leadership and government stakeholders.
•Drive continuous process improvement across delivery, using metrics to inform decision-making.
Required Years of Experience (min) :
•10 years relevant experience
Required Degree/Certifications :
•Bachelor's degree or equivalent experience (+5 years) in Computer Science, Engineering, or related technical field
•Preferred agile and/or project management certifications
Required Experience & Expertise in the following areas :
•Strong familiarity with SAFe Agile Framework.
•Demonstrated success leading DevSecOps adoption and toolchain integration in secure environments.
•Hands-on understanding of cloud platforms (AWS, Azure), containerization (Docker/Kubernetes), and CI/CD pipelines (GitLab, Jenkins).
•Excellent communication, leadership, and stakeholder management skills.
•Experience setting up teams for successful delivery by removing obstacles or blockers to progress and constantly helping the team to become more self-organizing.
•Adept at delivering complex digital projects, breaking down barriers to the team, and both planning at a higher level and getting into the detail to make things happen when needed.
•Excellent time management and organization skills, handling multiple simultaneous and changing priorities.
•Ability to both work independently and function effectively as a member of a team.
Required Clearance :
•U.S. citizenship required. Candidates must be able to secure and maintain Federal Government security clearances as deemed appropriate by management.
