Job Description

Provide analytical services associated with the assessment phase of the Navy Warfare Training System (NWTS). This support includes:

- Application of the CNO's Get Real Get Better (GRGB) problem solving best practices, Performance to Plan (P2P) outcome-based performance management approach based on commercial leading practices, and NPIER which uses the Define-Measure-Analyze-

Improve-Control (DMAIC) methodology to follow a continuous process improvement framework which directly supports the NWTS framework.

- Tracking lessons learned from unit assessment phase activities and the ULTRA events and applying root-cause analysis and solution development methodologies to recommend improvements to unit METL, NWTP, training and training support activities and unit level

readiness assessment.

Required Qualifications

- Active TS/SCI clearance

- Five years of experience in application of assessment phase methodologies applied in the context of the joint training system. This includes but is not limited to process mapping (e.g. workflow diagrams, value stream mapping), process analysis (i.e. process improvement tools and techniques supporting systematic, organization-wide approach to identify process gaps and barriers), and application of generally recognized process and root-cause analysis techniques to identify organizational performance gaps and barriers

- Demonstrated experience developing DoDAF 2.0 architecture documentation, including a variety of views and viewpoints, and application of the NPIER Methodology supporting identification of readiness production barriers, root cause analysis, development of effective strategies for barrier (root cause) removal, and the prioritization of potential solutions designed to resolve or correct the causes of readiness gap

- Demonstrated analytical problem-solving skills

Required Education/Certification

- Bachelor's degree in operations research, operations management, applied psychology, or related field
