Junior Environmental Engineer/Scientist - Field

R&K supports the Transportation Security Administration (TSA) by providing general technical management support to the Office of Occupational Safety, Health, and Environment (OSHE) and TSA field organizations for the development, execution, and administration of the TSA Environmental Management Program. Support services are provided in the areas of: Program Development and Implementation, Inspections, Compliance and Conformance Auditing, Recordkeeping, Mishap and Incident Investigations, Environmental Planning, Reporting, Training Development and Instructional Assistance, Policy Development and Implementation, Program Management Evaluations and TSA Environmental Management System (EMS) Portal maintenance.

R&K is seeking a full-time Environmental Scientist to provide programmatic, technical, analytical, and administrative expertise to TSA Headquarters and field locations nationwide to support the Environmental Management Program.

Note: This position is contingent upon award.

Title: Junior Environmental Engineer/Scientist - Field

Performance Location: Multiple Locations - Continental United States (CONUS)

Duration: Permanent/Full-Time

Clearance: APublic Trust background check is required, and a Public Trust clearance must be granted before access to the System or other TSA resources is granted.

Start Date: Contingent upon Award, anticipated start date is July 26, 2025.

Duties: The Junior Environmental Engineer/Scientist shall use their knowledge and experience of the natural sciences to provide programmatic, technical, analytical, and administrative support for a variety of environmental functions, including but not limited to environmental compliance, policy development, regulatory analysis, and environmental auditing. Additional duties include, but are not limited to:

Policy and Guidance Support
  • Candidate shall assist TSA in the continued, implementation of Environmental Program policies, procedures, directives, guidance, and other support documentation (forms, bulletins, fact sheets, brochures).

Auditing Support
  • Candidate shall review environmental compliance checklist(s) and recommend, as necessary, modifications to ensure that audits performed using the environmental compliance checklist(s) address all TSA compliance requirements.
  • Candidate shall support and/or conduct environmental compliance audits in various form of delivery (i.e., in-person, desktop audits and support with Self-Assessment Programs).
  • Candidate shall conduct Environmental Management System (EMS) conformance Compliance Audits and Supplemental Compliance Audit Procedures. Familiarity with ISO 14001 standard is desirable.
  • Candidate shall assist in the development, review, and update of Environmental Program training content to support On-line Learning Center (OLC), eLearning, In-Class, Seminars. Candidate shall have aptitude for conducting environmental training in-person and online.

Regulatory Review and Monitoring Support
  • Candidate shall review state and local environmental regulations that may impact TSA operations and facilities and recommend, as necessary, modifications to the environmental compliance requirements.
  • Candidate shall monitor federal environmental laws and amendments proposed regulations and rule makings to identify any that may impact TSA operations and facilities. Once identified, the contractor shall provide TSA an assessment of the potential impact(s) and recommendations for addressing the impact(s).

Communications Outreach Support
  • Candidate shall assist in the development, design, and distribution of communications outreach materials for use by TSA personnel, other government personnel, and the public.

Reports, Plans, and Permits Support
  • Candidate shall be responsible for assisting with the development or acquisition and maintenance of any necessary reports, plans, licenses, or permits, and for assistance with compliance with any applicable state and local laws, codes, and regulations in connection with the performance of this contract.

Emergency Response and Regulatory Inspection Assistance Support
  • Candidate shall provide emergency response support immediately as practicable related to reporting environmental leaks or spills, as necessary, in response to an environmental leak or spill at TSA locations.
  • Candidate shall provide assistance support for external environmental or fire marshal inspections.

Continual Improvement and Increased Efficiencies Support
  • Candidate shall support the implementation of continual improvement and increased efficiency initiatives. These initiatives are defined as project or activities conducted by a limited number of TSA facilities or operations to assess the effectiveness and viability of a programmatic, procedural or technology change in support of TSA environmental management activities for continual improvement and increased efficiencies.

Requirements: The candidate shall meet the following qualifications:
  • Minimum of 1 year in related experience in environmental work is required, including familiarity with hazardous materials and hazardous waste regulations.
  • Bachelor's Degree in an environmentally related field is required.
  • Must have the ability to work in a dynamic environment and effectively interact with numerous civilian personnel and industry partners.
  • Working knowledge of Microsoft Office (Word, PowerPoint, and Excel).
  • Possess a high degree of originality, creativity, initiative requiring minimal supervision.
  • It is expected that the Candidate will be required to travel as tasked to support the program. Possible travel includes various airports within all six TSA regions to provide support services to TSA operations CONUS and OCONUS. Additional TSA field locations may be required. Candidate must be willing and able to support travel requirements.
  • Clearance: A Public Trust background check is required, and a Public Trust clearance must be granted before access to the System or other TSA resources is granted.
