Overview:

We are seeking a Mechanical Utilities Maintenance Manager in the Facilities and Operations Directorate, at Oak Ridge National Laboratory (ORNL). The position resides in the Utilities Division and will report to the Utilities Division Director. The Maintenance Manager will oversee preventative & corrective maintenance, upgrades, and regulatory/compliance activities of utility work centers. The position will work closely with the Mechanical Utilities Operations Manager to help ensure utility systems are operated safely, compliantly, reliably, and efficiently. The position requires strong leadership skills to foster a healthy workplace culture within Utilities and effective teamwork skills to build/strengthen relationship with all stakeholders across the laboratory.

Major Duties/Responsibilities:
  • Actively engaged with employee safety and health activities and programs.
  • Serves as the division "owner" for assigned mechanical utilities systems and associated infrastructure (potable water, electricity, steam, chilled water, compressed air, wastewater, stormwater, and natural gas).
  • Fosters an open and supportive staff working environment to build a healthy workplace culture without fear of retribution or reprisal.
  • Implements and establishes staff performance goals; evaluates progress and feedback; addresses performance issues in a professional and timely manner.
  • Ensures staff development to build effective succession plans.
  • Ensures staff training and qualification requirements meet present and future needs.
  • Leads and directs staff (line, matrix, and subcontract support) within the Mechanical Utilities Maintenance team.
  • Supports the 24/7 operations team, as needed.
  • Manages the safe, efficient, and cost-effective conduct of asset operations and maintenance.
  • Promotes a safety culture resulting in a proactive safety environment.
  • Ensures that assets are maintained and operated in accordance with applicable environmental, safety, health, and quality programs. Including, but not limited to the following programs:
    • Drinking Water Program - compliance sampling, reporting, and maintenance
    • Sanitary Sewer Program- compliance sampling, reporting, maintenance, and licensing
    • Environmental Air Program - compliance data collection, reporting, and maintenance
    • Storm Water Program - monitoring, maintenance and reporting
    • Other Programs - spoil management, NFPA, ASHRE, waste disposal, pipeline safety, excavation, etc.
  • Develops and administers an Annual Work Plan that supports the Laboratory Strategic Facilities Plan and Laboratory Agenda as well as Utilities Division strategies and mission goals.
  • With appropriate staff support, builds and works within the annual budget for Mechanical Utilities Maintenance.
  • Establishes the necessary requirements for directing maintenance, modifications, or utility outage activities to preserve safety and environmental controls, and to minimize interruptions or negative impact on customers.
  • Implements, monitors, and concurs with work controls, processes, permits and procedures for maintenance in support of Utility Operations.
  • Serves as the Utilities Division Director delegate, as needed.

Basic Qualifications:

  • A BS degree in mechanical engineering or other relevant engineering degree
  • A minimum of 10 years of utility maintenance experience with a least three years of management/leadership experience.

  • An MS degree.
  • Ability to build a healthy workplace culture.
  • Dedication to provide quality customer service.
  • Excellent written and oral communication skills.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.


Special Requirements:
  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
