MITRE's Naval Division (N230) is seeking a Senior Principal Outcome Lead (OL), who is mission motivated and technically competent to build deep in areas related to Counter-C5ISRT (Counter-Command, Control, Communication, Computer, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting) and, ultimately, bring MITRE's differentiated value to the warfighter. In general, the Counter-C5ISRT OL will partner with Naval Division leadership and other leaders across MNS to leverage MITRE's commitment and expertise in mission engineering, modeling and simulation, open physical and digital platforms, and industry partnerships to deliver on quality and technical excellence to the Navy, Marine Corps, and Joint Force. The ideal candidate will have operational knowledge, technical understanding, and acquisition awareness of the most pressing Counter-C5ISRT mission and technology challenges facing the Navy, Marine Corps, and Joint Force as part of executing Distributed Maritime Operations and other emerging Naval and Joint warfighting concepts.
Playing a critical role in helping solve the most consequential problems facing the Department of the Navy (DoN), the Naval Division works across MNS and larger MITRE innovation ecosystem to expand its unique multi-sponsor vantage point of emerging DoN challenges requiring integration across missions, technologies, and organizations. Working with Naval Division leadership, the Counter-C5ISRT OL will coordinate with project leads, technology innovators, enterprise operational analysts, and others - including senior government and military leaders, industry, and academia - to foster a culture of collaboration, expanded partnerships, and innovation to help solve emerging Counter-C5ISRT mission and technology challenges facing the Navy, Marine Corps, and Joint Force.
Roles & Responsibilities: The Naval Division (N230) Counter-C5ISRT (Counter-Command, Control, Communication, Computer, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting) Outcome Lead's primary roles and responsibilities are as follows:
Identifies emerging Counter-C5ISRT mission and technology challenges facing the Navy, Marine Corps, and Joint Force, and works with N230 and other MNS leaders to leverage existing work/sponsors and identify new opportunities/sponsors to build deep and deliver on quality and technical excellence. Develops potential solutions with N230 leadership, project leads, and other experts that are innovative and technology forward in Counter-C5ISRT-related areas (e.g., expanding electronic warfare effects to enable Fleet maneuverability and survivability in anti-access/area denial areas). Serves as Counter-C5ISRT technical representative to senior Navy/Marine Corps/Joint sponsors and stakeholders and industry in partnership with N230 and MITRE project leadership. Works top down to identify and combine (as appropriate) multiple project outcomes into larger strategic Counter-C5ISRT-related outcomes for greater mission impact (e.g., combines coordination between Counter-C5ISRT effects and Joint Fires to enable Fleet maneuverability and lethality), while advancing the mission impact of individual projects for sponsors and other stakeholders. Informs the development of technical capabilities across N230, MNS, MITRE Cross-Cutting Priorities and Labs/Platforms, and industry in Counter-C5ISRT-related areas, such as the application of mission engineering and modeling and simulation to guide Information Warfare investments across Joint Operations Centers and Maritime Operations Centers. Works with N230 leadership to assess technical risks and opportunities in Counter-C5ISRT-related areas and informs Naval Division and MNS strategy and investments, such as emerging functional and technical architectures to support Counter-C5ISRT needs identified by government. Collaborates with MITRE Internal Research and Development leadership to help drive MITRE investments towards solving Counter-C5ISRT mission and technology challenges. Provides enterprise leadership in Counter-C5ISRT-related areas by leveraging cross-cutting partnerships with MITRE, Navy, Marine Corps, DoD and civilian government agencies, and industry experts. Expands MITRE's partnerships with government laboratories, other FFRDCs and UARCs, industry, and academia to shape emerging research and development investments to support Counter-C5ISRT mission and technology challenges. Attends conferences and other events to expand N230 awareness and technical stature across Counter-C5ISRT mission and technology challenges facing the Navy, Marine Corps, and Joint Force.

Basic Qualifications:
- Typically requires a minimum of 12 years of related experience with a Bachelors degree; or 10 years and a Master's degree; or a PhD with 7 years' experience or equivalent combination of related education and work experience.
- An active TS/SCI clearance and ability to maintain such clearance.
- Demonstrated expertise in Counter-Command, Control, Communication, Computer, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting mission and technology areas, including individual contributions to formal reports, briefings, and other engineering efforts.
- Proven experience in successfully leading diverse teams to accomplish significant multi-disciplinary technical outcomes and deliver data-driven products to sponsors (e.g., project leader experience in managing a portfolio of projects with specific deliverables tied to mission impact).
- Ability to foster an environment that is collaborative and innovative, with experience building partnerships and collaborative teams to accelerate problem solving.
- Proven experience in defining strategic outcomes for complex projects/programs and developing and executing work plans across many teams/contributors and stakeholders.
- Proven experience to partner across MITRE program divisions, labs, and cross-cutting priorities.
- This position requires a minimum of 4 days a week on-site at a MITRE or government sponsor site.
Preferred Qualifications:
- MS or PhD related to Systems Engineering, Operations Research, Physics, or Electrical Engineering.
- Hands on experience with tools and technologies to enable Counter-Command, Control, Communication, Computer, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (Counter-C5ISRT) effects and systems for the Navy, Marine Corps, and Joint Force.
- Demonstrated understanding of the technical state-of-the-art to support Counter-C5ISRT mission and technical challenges, including Red C5ISRT systems to enable their find, fix, track, target, engage, and access capabilities.
- Demonstrated leadership engagements outside of MITRE, such as speaker role at military-industry event and/or technical exchange meeting.
- Experienced engaging with, and communicating and presenting to, senior military officials and technical subject matter experts.
- Demonstrated ability to coordinate and lead efforts across geographically distributed teams and cross-cutting mission and technology areas.
- Active TS/SCI clearance with eligibility for SAP access in Counter-C5ISRT-related areas.
