ASRC Communications, Ltd (ASRCC) is seeking a Construction Manager for our Installation Support Services for Geographically Separated Locations (ISS2-GSL) contract supporting our United States Air Force (USAF) customer. ASRCC provides a wide range of remote location operations and maintenance services, including site operations management, facilities management, infrastructure maintenance, fire protection, supply chain logistics, dining and billeting services, communications, security, and aircraft refueling. These services are provided in geographically dispersed locations, including Eareckson Air Station, King Salmon Airport, and Wake Island Airfield.
This position is located at the ASRCC Project Headquarters in Anchorage, Alaska with periodic travel to remote sites. It plays a vital role in providing mission critical operations and maintenance services in remote locations to support these sites, facilities, equipment, and infrastructure. The ideal candidate will oversee all aspects of construction projects, ensuring timely and cost-effective delivery while maintaining the highest standards of safety and quality.
The candidate must have expertise in estimating, facilities management, refurbishment, and project scheduling, and a proven track record of successfully managing complex construction projects.

Tasks and Responsibilities:
- Project Management: Oversee all phases of construction projects under the ISS2 contract, from planning and design to execution and closeout, ensuring alignment with project goals, timelines, and budgets.
- Estimating: Prepare accurate cost estimates for materials, labor, and equipment, utilizing industry-standard tools and methodologies to support project budgeting and bidding processes.
- Refurbishment: Plan and execute refurbishment projects, including renovations and upgrades, ensuring compliance with design specifications, codes, and client requirements.
- Project Scheduling: Develop and maintain detailed project schedules using software such as Primavera P6 or Microsoft Project, proactively identifying and mitigating risks to keep projects on track.
- Team Leadership: Supervise and coordinate the work of subcontractors, vendors, and on-site personnel, fostering a collaborative and productive work environment.
- Quality Control: Implement and enforce quality assurance protocols to ensure all work meets contractual, regulatory, and industry standards.
- Safety Compliance: Promote a culture of safety, ensuring compliance with OSHA regulations and project-specific safety plans to minimize risks and incidents.
- Stakeholder Communication: Serve as the primary point of contact for clients, engineers, and other stakeholders, providing regular updates on project progress and addressing concerns promptly.
- Documentation: Maintain accurate records of project activities, including budgets, schedules, change orders, and progress reports, ensuring all documentation is complete and organized.
Qualifications:
- Education: Bachelor's degree in Construction Management, Civil Engineering, or a related field (or equivalent experience)
- Minimum of 8 years of experience in construction management, with at least 3 years in a leadership role.
- Demonstrated experience in cost estimating, facilities management, and refurbishment projects.
- Proven expertise in project scheduling using industry-standard software (e.g., Primavera P6, Microsoft Project).
- Prior experience working on federal or large-scale contracts.
- Must be able to pass a background check, fingerprints, and drug screen.
- Must be able to obtain a SECRET clearance.
- Must hold and maintain a valid driver's license.
Skills:
- Strong knowledge of construction methods, materials, and regulations, particularly in the Alaskan construction environment.
- Excellent leadership, communication, and interpersonal skills to manage diverse teams and stakeholders.
- Proficiency in estimating software (e.g., RSMeans, Bluebeam) and project management tools.
- Ability to manage multiple projects simultaneously while maintaining attention to detail.
Preferred Certifications:
- OSHA 30-Hour Construction Safety Certification (preferred).
- PMP, CCM, or other relevant certifications are a plus.
Physical Requirements:
- During site visits/inspections, frequently climb ladders, some crawling and crouching, frequent long periods of walking and standing. Requires good manual dexterity and multi-limb coordination. Ability to work long days/hours and in remote areas and in inclement weather conditions. Ability to sit through long flights.
