Job Title: Task Order Manager

Responsibilities of the Task Order Manager:
McLane Advanced Technologies is seeking to hire a TO Manager to lead operations for the U.S. Army's Combined Arms Center (CAC) Online Web Services (COWS) program. As a TO Manager, you will play a key role in ensuring the continuous availability, security, and performance of enterprise SharePoint, DNN, and cloud-hosted platforms supporting over 1.2 million users Army-wide. You will have the opportunity to work with cutting-edge technologies and collaborate with a talented team of developers, engineers, and support staff.

The TO Manager will:
  • Oversee the daily operations and performance of CAC's enterprise IT platforms, including 3,400+ SharePoint collaboration sites, DNN web portals, and 12+ virtual/cloud servers.
  • Ensure all services meet or exceed 99.9% uptime and 24/7/365 operational support requirements.
  • Lead and mentor a multidisciplinary team of developers, engineers, and support staff across multiple locations.
  • Develop, implement, and enforce governance policies, security protocols, and system reliability measures for SharePoint and DNN environments.
  • Ensure strict adherence to Army IT policies (AR 25-2 IT Level II), DoDM 8140.03, and Risk Management Framework (RMF) cybersecurity standards.
  • Oversee compliance with DFARS, NIST SP 800-171, and FedRAMP for cloud and data security.
  • Manage CAC issuance, background checks, and continuous monitoring/vulnerability assessments for all team members.
  • Serve as the primary point of contact and liaison between MAT and the Army Contracting Officer's Representative (COR).
  • Prepare and deliver regular performance, compliance, and incident reports to Army leadership.
  • Coordinate and facilitate technical meetings, project reviews, and after-action briefings.
  • Identify and recommend cost-effective IT upgrades, cloud migrations, and automation initiatives to improve performance and reduce risk.
  • Lead incident response, disaster recovery, and business continuity planning.
  • Drive process improvement and adoption of best practices in enterprise content and collaboration management.
Qualifications:
  • Bachelor's degree in Information Technology, Computer Science, Cybersecurity, or related field (or 8+ years of directly relevant experience).
  • Project Management Professional (PMP) or equivalent project management certification (required).
  • DoDM 8140.03 / IAT Level II certification (e.g., Security+ CE, CASP+) (required).
  • ITIL v4 Foundation or higher (preferred).
  • AWS/Azure Cloud certification (preferred).
  • 5+ years managing enterprise-level IT projects for DoD or federal clients, with direct responsibility for SharePoint, DNN, or cloud-hosted environments.
  • Demonstrated expertise in Army IT policies, especially AR 25-2, RMF, and FISMA.
  • Proven track record of leading teams supporting high-availability, mission-critical systems in a 24/7 environment.
  • Experience with business process analysis, workflow automation, and system integration.
  • Strong leadership, communication, and crisis management abilities.
  • Deep understanding of SharePoint/DNN architecture, cloud hosting, and enterprise collaboration tools.
  • Ability to analyze complex technical requirements, develop actionable solutions, and drive process improvements.
  • Familiarity with Army University systems, ATRRS, and DOTMLPF-P integration (a plus).
  • Experience supporting Army University or TRADOC organizations (preferred).
  • Familiarity with FedRAMP, NIPRNet, and DoD cloud security protocols (preferred).
  • Prior work at Fort Leavenworth or with Army Combined Arms Center stakeholders (preferred).
