Parker Tide is a small business in DC. We serve as a value-added partner to the government. We are seeking an SME Program Compliance Auditor (Project Director) to work with one of our clients.

Title: SME Program Compliance Auditor (Project Director).
Location: 100% Remote (Part Time) / Washington, DC.
Period of Performance: One year and four option years.
Investigation: Public Trust.
Salary: Depends on Experience.
Travel: Travel will be required for onsite audits.

Objective
To obtain services of an SME to support our client in carrying out its compliance determination and auditing requirements under the Juvenile Justice and Delinquency Prevention Act (JJDP Act).

Requirements
• Strong project and financial management skills and communication skills.
• Master’s degree and a minimum of 7 years’ experience in juvenile justice, social science or other appropriate subject area; or bachelor’s degree and a minimum of 10 years’ experience in juvenile justice, social science or similar discipline.
• Knowledge of criminal or juvenile justice programming, project management, training, and technical assistance programs.
• Project Management Professional (PMP) certification preferred.

Tasks
• Support an array of mission-critical tasks related to the Title II audit function, and states’ compliance with the core requirements.
• Provide subject matter expertise in the following areas: the core requirements of the JJDP Act, as well as those facilities (adult and juvenile) that are subject to state monitoring for compliance with the core requirements; statistical data collection, methods, and analysis; and conducting performance audits that adhere to Generally Accepted Government Auditing Standards (GAGAS).
• Provide expertise and guidance in the continued enhancement and implementation of online core requirements compliance reporting system that is used by states to submit their annual data and supporting materials regarding the JJDP Act core requirements. This includes facilitating updates to technical assistance and resource materials for system users and serving in a helpdesk capacity
• Conduct analysis of annual core requirements data submitted by states to the agency.
• Assist in preparing, carrying out, and finalizing performance audits of state compliance monitoring systems (up to 20 onsite audits per year). Audits will comply with GAGAS / Yellow Book.
• Identify and advise on any updates needed to existing core requirements compliance reporting system. This task involves subject matter expertise in the core requirements, data collection and data analysis.
• Implement updates to user technical assistance and resource materials related to using the online systems, including how to access assistance when needed.
• Implement a helpdesk available through email and telephone, available to users who need support and assistance in navigating and completing submissions in the agency’s online core requirements compliance monitoring reporting system.
• Provide statistical methodology and data analysis expertise for calculations and methodology embedded in the online core requirements compliance reporting system.
• Conduct statistical analysis of core requirements data submitted by states to assist with establishing annual thresholds for compliance, identify outliers, and conduct risk assessments.
• Prepare summary reports based on core requirements data submitted by states.
• Provide SME to assist with establishing the schedule of state compliance system performance audits.
• Provide post-audit support in report preparation, audit findings, tracking, and closure.
• Provide subject matter expertise related to the Juvenile Justice and Delinquency Prevention Act, the Title II Part B Formula Grant program, and the core requirements, including expertise in the management and administration of adult and juvenile justice facilities.
