Civil Engineer – Athens Major Rehab
Location: Athens, Greece
Contract Length: 24 Months
Position Overview
This position supports the full renovation of a historic building as part of the Athens Major Rehab project. The role provides critical civil engineering oversight for construction quality assurance, technical inspections, and compliance with U.S. building codes and standards within an active U.S. embassy environment.
Key Responsibilities
As the Civil Engineer, you will provide technical support and construction quality assurance for the Office of Building Operations (OBO) in Athens. Responsibilities include:
• Conducting technical inspections of civil and structural work to ensure contract compliance.
• Monitoring the contractor’s quality control and safety programs, verifying that construction activities adhere to design documents, U.S. codes, and standard practices.
• Reviewing project drawings, specifications, shop drawings, and design calculations. Ensuring that submittals align with contract requirements and recommending solutions for non-compliant work.
• Observing onsite construction to confirm proper installation and execution of civil elements. Ensuring coordination across disciplines where necessary.
• Evaluating and resolving construction conflicts or issues in the field.
• Monitoring construction progress relative to schedule and submitting weekly reports with technical recommendations.
• Preparing detailed construction reports highlighting civil/structural issues and proposing remedies.
• Reviewing design documents produced by A/E firms and participating in quality assurance evaluations.
• Supporting Requests for Information (RFIs) and tracking project documentation, including logs for RFIs, submittals, and QA inspections.
• Reviewing contractor pay applications and Independent Government Estimates (IGEs) for accuracy and compliance.
• Participating in progress meetings and providing engineering updates.
• Ensuring construction safety compliance with regulations such as EM 385-1-1 and OSHA.
• Performing other duties as assigned by the Project Director.
Requirements
• Bachelor’s degree in Civil Engineering, Architecture, or Construction Management from a U.S.-accredited university.
• Minimum seven (7) years of experience on construction projects of similar scope and scale. (Design office experience does not qualify.)
• Professional Engineering License (PE) may substitute for a degree.
• Overseas experience is preferred.
• Familiarity with international codes and U.S. building standards.
• Strong ability to read and interpret engineering drawings and specifications.
• Experience reviewing submittals, evaluating substitutions, and handling RFIs.
• Capable of evaluating design calculations and coordinating engineering disciplines.
• Skilled in preparing technical reports and assessing construction performance.
• Proficient in Microsoft Office Suite (Excel, Word, PowerPoint).
• Must have one of the following security clearances at the time of proposal: Final Secret, Interim Top Secret (ITS), or Final Top Secret (TS). Final Secret is required for overseas deployment; all candidates must be TS eligible.
Preferred Qualifications
• Registration as a PE, RA, or CCM.
• Prior experience working with the Department of State OBO.
• Experience with final system commissioning.
