Position Title: Mechanical Engineer
Location: U.S. Embassy, Athens, Greece
Contract Length: 24 Months
Position Overview:
Espire Services is seeking a qualified Mechanical Engineer to support the Overseas Building Operations (OBO) of the U.S. Department of State at the U.S. Embassy in Athens, Greece. This role will be a key part of a major renovation project involving the full rehabilitation of a historic facility while maintaining embassy operations. The selected candidate will provide expert engineering oversight, construction quality assurance, and technical guidance for all mechanical systems associated with the project.
Responsibilities:
In this role, the Mechanical Engineer will serve as a key on-site representative for OBO, responsible for the review, evaluation, and monitoring of all mechanical work. Specific responsibilities include:
• Perform technical inspections of mechanical construction and system installations, ensuring compliance with U.S. codes, contract specifications, and approved design documents.
• Provide quality assurance oversight on HVAC systems, plumbing, Building Automation Systems (BAS), power generation, water/sewage treatment systems, and monitoring controls.
• Review contractor submittals, shop drawings, and engineering documentation to verify compliance with contract requirements.
• Conduct weekly construction progress reviews, analyze project schedules, and submit comprehensive reports highlighting issues, risks, and recommendations.
• Collaborate closely with the Project Director and Construction Manager to identify deficiencies, evaluate contractor-proposed solutions, and recommend corrective actions.
• Track and evaluate Requests for Information (RFIs), change orders, and modifications; support the development of Independent Government Estimates (IGEs).
• Ensure work is conducted in accordance with international and U.S. building codes, and in line with Department of State OBO requirements.
• Maintain accurate logs of submittals, RFIs, and inspection results. Participate in progress meetings and contribute to monthly reports with engineering analysis.
• Monitor contractor quality control and safety programs; report and track any violations or non-compliance with OSHA, EM 385-1-1, and other safety standards.
• Support final commissioning of systems and coordinate with cross-disciplinary teams to ensure seamless integration of mechanical systems.
Requirements:
• Bachelor’s degree in Mechanical Engineering, Construction Management, or Architecture from an accredited U.S. university. A Professional Engineer (PE) license may substitute for a degree.
• Minimum of 7 years of on-site construction experience involving projects of similar scope and complexity. (Design office experience does not apply.)
• Demonstrated expertise in mechanical system design, field inspections, and construction oversight.
• Ability to read and interpret complex construction drawings, specifications, and narratives.
• U.S. citizenship and active security clearance (Final Secret or above). Candidate must be eligible to obtain a Top Secret clearance.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
• Familiarity with international building codes and Department of State construction standards.
Preferred Qualifications:
• Professional Engineering (PE) license, Certified Construction Manager (CCM), or Registered Architect (RA).
• Prior overseas construction experience, preferably with the Department of State/OBO.
• Experience in commissioning and startup of mechanical systems.
