Position Overview:
Espire Services is seeking a qualified Electrical Engineer to support the U.S. Department of State’s Overseas Building Operations (OBO) on a high-profile renovation project in Athens, Greece. The current phase of work involves a major rehabilitation of a historic embassy building, with a specific focus on the upgrade and modernization of electrical and mechanical systems, all while maintaining full embassy operations.

This position requires an experienced and security-cleared engineering professional with a strong background in electrical systems, construction quality assurance, and project oversight. The successful candidate will serve as the on-site technical representative for electrical systems, ensuring all construction activities meet contract specifications, safety standards, and U.S. government requirements.

Key Responsibilities:

Provide full-time, on-site electrical engineering expertise, oversight, and quality assurance for the Athens Major Rehab project.

Conduct detailed inspections of high- and low-voltage systems, fire alarm systems, and telecommunications infrastructure to ensure compliance with project specifications and international codes.

Monitor the contractor’s quality control and safety programs, ensuring corrective actions are taken when necessary.

Review design and construction documents, shop drawings, calculations, and contractor submittals for technical accuracy and compliance.

Assess and respond to Requests for Information (RFIs), evaluate submittal substitutions, and provide recommendations to the Project Director.

Observe and document construction progress, identify discrepancies, and verify that installed work conforms to approved plans and specifications.

Prepare comprehensive weekly and monthly progress reports, including evaluations of technical performance, schedule adherence, and contractor compliance.

Participate in project meetings and support the development of Independent Government Estimates (IGEs) for proposed modifications and change orders.

Ensure that contractor invoices and pay requests accurately reflect work performed.

Maintain organized project documentation, including RFI logs, submittal logs, inspection reports, and quality assurance checklists.

Support the final commissioning and turnover of all electrical systems.

Minimum Qualifications:

Bachelor’s degree in Electrical Engineering from an accredited U.S. institution (Professional Engineering License may be substituted).

Minimum of seven (7) years of field experience on construction projects of similar size and complexity.

U.S. Department of State OBO experience preferred.

Must possess a current Final Secret, Interim Top Secret (ITS), or Final Top Secret (TS) clearance issued by the Defense Counterintelligence and Security Agency (DCSA).

Familiarity with international building codes and U.S. safety regulations, including EM 385-1-1 and OSHA standards.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Strong verbal and written communication skills, with the ability to interface effectively with multidisciplinary teams.

Overseas construction experience preferred.
