We support the total lifecycle of Information Technology systems and applications. We have an opening for a Business Systems Analyst, supporting the Navy and Marine Corps Intranet (NMCI) Program. The Business Systems Analyst will:

* Serve as the Subject Matter Expert (SME) for the Order to Payment (OTP) Systems: NMCI Enterprise Services Tools (NEST), Central Data Repository (CDR), and Integration Solutions Framework Tools (ISF Tools)
* Serve as the Contract Technical Representative (CTR) lead for all issues related to access, order, delivery, and contract rollover for all services ordered through the NEST tool.
* Support Service Request Management activities including defining processes, procedures, business rules, and ensuring delivery of services through the contractor ticketing system.
* Manage Navy Enterprise Service Desk (NESD) tickets assigned to you, which includes troubleshooting, resolving operational issues, fulfilling requests from Navy command representatives, and then closing the tickets.
* Troubleshoot and resolve operational issues for the Order to Payment Systems as assigned, and escalate to the appropriate team as necessary.
* Periodically review NEST tool training material to ensure process guides are current and accurate, and work with the Training Team on needed updates.
* Assist in creation and management of Contract Line Item Numbers (CLIN) and Sub-CLIN Line Item Numbers (SLIN) in the NEST tool.
* Conduct weekly working group meetings with Navy command representatives, presenting guidance relevant to NEST tool changes.
* Facilitate bi-weekly Order to Pay integration meetings and monthly Systems Change Control Board meeting.
* Participate in weekly meetings as SME representation for Service Order Management, NEST Planning, and others.
* Maintain documents on the NET Homepage and update as needed.
* Support Fiscal Year Rollover of services by assisting command representatives in preparing services for rollover and post-rollover activities.
* Provide daily reporting to Procuring Contracting Officer (PCO), Administrative Contracting Officer (ACO) and Navy command representatives during rollover and post-rollover activities.
* Maintain Point of Contact listing for Echelon II Navy Enterprise Tool (NET) leads.
* Heavily involved in the Request Fulfillment (REQ) ITSM practice by maintaining REQ Work Instructions, coordinating reviews by Navy stakeholders, and maintaining documentation library.
* Conduct User Acceptance Testing (UAT) for all NET releases.
* Identify deficiencies and opportunities for improvement in NEST, and submit Change Requests as needed.



* Active DoD Secret clearance required
* Minimum of 8+ years of experience in a DoD environment; Experience with Navy Marine Corps Inranet (NMCI) is a plus
* Bachelor's degree in Computer Science, Engineering, or a related field (relevant experience may be substituted for education)
* No travel required
* Required Qualifications:

* Understanding of ITSM Request Fulfillment Practice, and service delivery principle
* Proficiency in Microsoft Office applications, particularly Project, Visio, Access, Word, Excel and PowerPoint
* Ability to think independently with minimal oversight, as well as demonstrate exceptional written and oral communications skills
* Exemplary customer/client management skills and techniques
* Ability to analyze data, identify issues, develop improvements and implement process improvement initiatives

* Preferred Qualifications:

* Certifications: ITIL 4 Foundations
* Familiarity with NMCI Enterprise Services Tools (NEST), Central Data Repository (CDR), and Integration Solutions Framework Tools (ISF Tools)
* Experience in a NMCI Customer Technical Representative capacity
* Experience working in an IT environment in an operational capacity (i.e. operations lead, project manager, systems analyst)
* Familiarity with DON network environments, specifically NMCI
* Familiarity with common NMCI service delivery functions, processes and tools
