As a Program Manager - Contract Buyer at ARS, you will:
- Manage, perform, and administer contracting functions for commodities, equipment, services, and construction using acquisition procedures, negotiation, and other approved methods
- Use automated contracting systems to prepare, process, and analyze transactions and products
- Prepare memoranda, determinations and findings, justifications, and approvals to document contracting files
- Analyze statistical data and ensure compliance with bonding, insurance, and tax requirements
- Review requirements including descriptions, government furnished property, availability of funds, justifications for sole source, brand name purchasing, and delivery requirements
- Review government estimates, evaluate responsiveness of bids and offers, conduct negotiations, and award contracts
- Conduct site visits to determine adequacy of contractor compliance, performance, and customer satisfaction
- Resolve claims, disputes, and appeals
- Evaluate methods and procedures used in purchasing commodities, services, and construction
- Ensure contractors’ adherence to delivery schedules and prices
- Perform other duties as assigned.
Qualifications:
- Experience: Program Manager, with at least 5-7 years in a DoD environment.
- Education: BA/BS degree preferred.
- Security Clearance: Active Top Secret Security Clearance.
- Certifications: PMP Certificate preferred.
- Citizenship: Must be a US citizen.
