Quality/Health & Safety Manager (EAGLE ID 2025-22679 ):

Bowhead seeks a Quality / Health & Safety Manager to support its recently awarded Eagle contract in Aberdeen, MD. The Quality / Health & Safety Manager is responsible for both quality and health and safety programs associated with providing support to the Installation Supply Division (ISD) and Materiel Maintenance Division (MMD) at the Aberdeen Proving Ground (APG) Army Installation. For quality, this position is responsible for developing, implementing, and overseeing quality control procedures to ensure that contractor products and services consistently meet established standards. For health and safety, this position is responsible for the health and safety of all employees and workplace conditions at the supported operational areas on the contract.

Responsibilities

Essential functions will include:

  • Conducts regular inspections of work performed as identified in the Performance Work Statement (PWS).
  • Measures the quality of work performance against the standards and Acceptable Quality Levels (AQLs) governing the support services provided under the contract.
  • Administers the requirements outlined in the Quality Control Plan developed for the contract.
  • Plans and directs personnel and required resources, adhering to the Quality Control Plan.
  • Directs the completion of tracking reports identified in the Quality Control Plan.
  • Provides review of Contract Deliverable Requirements List (CDRL) reports.
  • Implements corrective action plans as required for any instances of non-compliance in accordance with established procedures and protocols.
  • Participates in meetings and activities established by the Government.
  • Create and implement health and safety policies, procedures, and standards.
  • Identify and mitigate hazards and risks.
  • Provide health and safety training to employees.
  • Conduct accident and incident investigations and reporting.
  • Conduct regular workplace safety inspections.(JHAs) and local safety procedures.
  • Develop and update Job Hazard Analyses
  • Document near misses.
  • Manage and coordinate random drug testing program.
  • Ensure compliance with health and safety legislation, regulations, and procedures.
  • Ensure emergency procedures are in place.
  • Develop a positive health and safety culture and promote safe work performance.


Qualified candidates must possess :
  • Establish program objectives and assess/report progress.
  • Gain cooperation to coordinate the work of others or as a team player in a cohesive team environment.
  • Adjust work to operational needs and to meet emergency or changing program and/or production requirements.
  • Analyze organizational and operational needs and develop or recommend timely and economical solutions.
  • Identify areas of needed emphasis to recommend improvements through analytical techniques and causative research skills.
  • Communicate effectively with all levels of employees, Government personnel, and outside contacts.
  • Possess strong interpersonal skills, problem-solving skills, and good judgment with the ability to as part of a team.


Qualifications

  • An Associates degree is required at a minimum; however, a Bachelor's degree is preferred, in addition to at least ten (10+) years of documented supervisory experience and a comprehensive knowledge of governing regulations, policies, procedures, and instructions in maintenance management.
  • Must have at least three (3+) years of experience in administrative, professional, analytical or other work related to International Organization for Standard (ISO) programs or operations is also required.
  • An ISO 9000 Lead Auditor qualification is preferred; knowledge of Safety standards and general experience in dealing with environmental issues is required.
  • Successful candidate(s) must possess knowledge, experience, and understanding of US Army logistics.
  • Must have prior experience with financial management and knowledge of Standard Army Management Information Systems (STAMIS) to include Logistics Modernization Program (LMP), Global Combat Support System-Army (GCSS-A), and Unit Status Report (USR).
  • Must understand ISO and quality management systems.
  • Strong organizational skills with the ability to establish and maintain effective working relationships.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
  • Ability to communicate effectively with all levels of employees and outside contacts using excellent verbal and written communication skills.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

Target salary is $85k commensurate with experience.

Physical Demands:
  • Must be able to lift up to 50 pounds
  • Sit for long periods of time operating a computer keyboard.
  • Repeat the same movements.
  • Subjected to both inside and outside environmental conditions (e.g., warehouse operations, ammunition bunkers).
  • Work in an automotive repair shop around moving objects, vehicles, machinery with moving parts, and confined spaces.
  • Exposure to excessive adverse noise, weather conditions, exhaust fumes, gasoline, diesel fuel, and other vehicle fluids/lubricants.


SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Public Trust level. Due to the location of this work, U.S. citizenship is required. Bowhead reserves the right to change this requirement if necessitated by business needs or contractual obligations.
