Seeking a highly experienced Electrical Project Engineer to lead our proposal efforts and execute projects in the space-based electronics domain. This role will be a combination of two roles (50% Proposal Lead and 50% Project Execution).
50% - The Senior Electrical Project Engineer (Proposal Lead) - will lead cost estimate efforts for Electronic & Harness Bus and/or Payload efforts. Some examples of cost estimates, but not limited to, are Baseline Change Requests (BCRs), scope changes, forecasts, capex requests, IRAD requests, Rough Order of Magnitude (ROM), and formal proposals.
50% - The Senior Electrical Project Engineer (Program Execution) provides technical, cost, and schedule direction for a team of Electrical Systems, Electrical Design, Harness Design, Mechanical Packaging, Parts & Reliability, Radiation, and Production Engineers, as well as interface with support teams, functional management, program management, customers, and business development in the design, fabrication, test, and integration of space-based electronics subsystems for cutting-edge bus and instrument programs.
The Engineering, Science and Analysis (ESA) Strategic Capabilities Unit comprises the technical talent and organizational leadership that enables the successful delivery of high-impact discriminating technologies for our customers' missions. What You'll Do:
On-Site Work Environment: This position requires regular in-person engagement by working on-site five days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.

Pay Information
Full-Time Salary Range: $146670 - $249330
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.

What You'll Do:
- Proposal Lead:
- Support the development and analysis of electronic and harness cost estimates from assessing Request for Proposal (RFP) requirements, communicating proposal strategy to team, creating compliant estimates, and supporting through audits, negotiations, and awards.
- Ensure proposals comply with all FAR and internal requirements.
- Work with other functions from across the company to understand the labor, material and other direct costs associated with proposed contracts.
- Utilize company estimating and pricing programs and tools such as BART and Excel (training will be available for this).
- Provide estimating support for the development of Basis of Estimates to include validating and analyzing actuals and/or supplier quotes, ensuring consistency, and assessing the estimating approach.
- Ensure the product and process meet appropriate standards and requirements while helping to remove roadblocks.
- Interacting frequently with senior personnel, collaborate across functions often requiring coordination between organizations to ensure bid and scope alignment and completeness.
- Understanding procurement lead times, design, build, and test durations to adequately create a high-level schedule that meets the program needs.
- Assessing and identifying Ground Rules and Assumptions (GR&As) as well as Risks and Opportunities (R&Os).
- Prepare detailed review packages including technical scope and programmatic details.
- Present to and acquire approval from leadership teams.
- Project Execution:
- Lead project teams responsible for system architecture, detailed circuit development, build, and test of space-based, high reliability electronic and harness systems.
- Responsible for electrical system cost, schedule, and technical scope along with driving critical risk-based decisions throughout program life cycle.
- Interface with payload or spacecraft IPT leads, system engineers, and program management to provide alternatives to requirements that drive system cost and schedule.
- Work with support disciplines -system assurance, quality assurance, test engineering, and production.
- Provide and communicate insight and understanding of both the technical and programmatic aspects of project to the customer community and project team.
- Work with functional management to ensure staffing needs are identified and filled in a timely manner.
- Manage complex electronics development and productions subcontracts.
- Lead generation of Statement of Works (SOWs) and vendor management
- Lead new business proposal opportunities.
- Deliver high reliability electronics for NASA, DoD, NOAA, other government customers.
- Maintain a regular and predictable work schedule.
- Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
- Perform other duties as necessary.
On-Site Work Environment: This position requires regular in-person engagement by working on-site five days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.
Working Conditions:
- Work is performed in an office, laboratory, production floor, or cleanroom, outdoors or remote research environment.
- May occasionally work in production work centers where use of protective equipment and gear is required.
- May access other facilities in various weather conditions.
Required Education, Experience, & Skills
- BS degree or higher in Engineering or a related technical field is required plus 10 or more years related experience.
- Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
- Hands-on experience with "flight space qualified" analog, digital, and/or mixed signal electronics design, fabrication, and test in radiation intense environments.
- Experience with Electronics/Electrical Engineering (EEE) parts for space flight applications and understanding of associated screening and qualification processes.
- Successful track record (cost, schedule, performance) leading and providing technical guidance to cross-functional space-based electronics teams from proposal through delivery.
- Experience leading Earned Value Management Systems (EVMS) programs and reporting cost variance metrics.
- Solid working knowledge of project management tools and practices, including developing and controlling program schedules and budgets, risk & opportunity management, scope change management, resource management, and subcontract program management preferably for US government customers.
- Excellent interpersonal skills, solid communication and presentation skills, conflict management skills, and an ability to lead group discussions.
- Ability to obtain TS/SCI with Polygraph security clearance.
