We are actively hiring for a proposal writer with extensive experience in the federal sector, and proven processes for developing winning proposals with a particular emphasis on planning and writing compliant, responsive, and compelling proposals using Shipley principles. The proposal writer will be responsible for delivering superior technical and management proposal writing services. You will collaborate directly with business development, capture management, and subject matter experts to craft responses to government-issued solicitations, including requests for proposal (RFPs), requests for quotation (RFQs), and requests for information (RFIs).

This position offers an exceptional opportunity to lead and develop winning proposals for a rapidly growing and esteemed provider of professional services to federal agencies. Your primary objective will be to lead, plan and develop high-quality, technically accurate, and compelling content for proposals, wining themes, and other relevant marketing and business development material.
  • Analyze customer's requirements and prepare responses to formal solicitations, RFQs, RFPs and RFIs ensuring 100% compliance e.g. FARS, evaluation factors.
  • Proposal preparation and execution of proposal responses. This includes but is not limited to schedule development and management, team collaboration and coordination, facilitate kick-off and proposal presentations, prepare proposal artifacts and compliant matrix, data call management, content creation and artifact/file management and color team review facilitation.
  • Coordinate/attend solution design sessions and translate the solution design and Concept of Operation (ConOps) into a proposal technical approach narrative; capture and document the most important elements of the technical solution.
  • Lead the proposal development processes and design high-quality, compelling, and compliant federal proposals ensuring consistent, efficient implementation of processes and best practices.
  • Collaborate with subject matter experts to translate complex technical requirements into concise, actionable solutions.
  • Write and collate content as required, edit boilerplates, weave proposal win themes throughout, identify competitive differentiators and unique approaches, and gather information and research to include in proposals.
  • Provide daily progress updates and facilitate after-action debriefings, summarizing recommendations for improvement and applying lessons learned.
  • Design or modify illustrations, visuals and graphics that demonstrate understanding, approach, discriminators, and/or messaging with inputs from subject matter experts and solution design teams.
  • Implementing strong customer focus throughout the proposal.
  • Leverage best practices for writing proposal section, including winning themes statements and action captions. And improving proposal readability from a customer perspective.


Requirements

  • Bachelor's degree in Business, Communications, English, Marketing, Journalism or Information Systems preferred.
  • Minimum 7 years' experience in federal government proposal writing and management, and deep knowledge and use of Shipley proposal method and principles.
  • Experience with a wide range of technical subjects including information technology management, software development and support, digital transformation, strategic communication, program and operations management, grants management and human capital management.
  • Track record of successful proposal planning, organization, and development of compliant and winning proposal responses.
  • Excellent communications (both written and spoken) including ability to motivate others and collaborate effectively.
  • High level of expertise with Microsoft Office 365 and ability to design, develop, and modify complex illustrations, visuals, and graphics. Knowledge and use of Microsoft CoPilot is a plus.
  • Excellent writing/editing capability; ability to synthesize/analyze material effectively; experience writing/editing technical and non-technical documents.
  • Self-motivated and able to work independently and in a team environment, including ability to organize, prioritize and work under pressure.
  • Ability to maintain a flexible schedules.
  • Knowledge of proposal-related jargon and terminology and how to navigate government RFP/RFI requirements to ensure compliance.

Work Schedule:
  • 8-hour shift during normal business hours of 8 am - 5 pm EST
  • Monday to Friday
