Responsibilities

Noblis MSD is seeking a Technical Project Manager familiar with the Coast Guard Network Management System Design for various USCGC platforms. Candidate will help design system, provide project planning, manage financials, develop solutions, monitor execution, develop deliverables, and collaborate with the government for our work in San Diego.

Must demonstrate the ability to manage one or more projects, maintain schedules, articulate program status, develop detailed deliverables and participate and present at internal and external reviews.

Responsibilities may include:

  • Develop diverse technical solutions with diverse teams
  • Be responsible for interfacing with managers and associated functional teams in the management of task(s) funding, resources, and delivery of solution requirements
  • Manage tasking in one or more technical areas including production, manufacturing, drafting, testing, configuration management and integration, task planning, resourcing, budget, and execution
  • Support one or more technical projects ensuring on time delivery, within budget, and meeting all performance and quality requirements
  • Manage resource planning and report to customer and Senior Program Manager
  • Manage risks and issues
  • Escalate and resolve program issues
  • Manage and facilitate customer communications at various levels
  • Oversee coordination, tracking, and submission of program deliverables
  • Meet regularly with government management, government technical leadership, and other government contractors to ensure a clear understanding of customer needs and challenges
  • Manage and report schedule


Required Qualifications

Bachelor's and minimum 3 years of related experience, or Master's and 1 years related experience.

- Active Secret Clearance OR the ability to obtain one (Must be a US Citizen)

- Demonstrated ability to operate independently

- Outstanding verbal communication and interpersonal skills

- Strong writing and presentation skills, producing high-quality deliverables and proposal responses through collaboration

- Experience with budgeting and staffing

- Excellent customer relationship management and negotiation skills

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
