OVERVIEW:
We are seeking a skilled Cost Analyst to provide expert cost analysis services in support of the Product Manager Biometrics (PdM Biometrics) mission. This role involves developing life cycle cost estimates, conducting cost/benefit analyses, and providing comprehensive cost analysis support to ensure successful program planning, budgeting, and execution. This is an in-person role located on Fort Belvoir.

This role involves developing life cycle cost estimates, conducting cost/benefit analyses, and providing comprehensive cost analysis support to ensure successful program planning, budgeting, and execution. This is an in-person role located on Fort Belvoir.
GENERAL DUTIES:
- Cost Analysis and Estimation:
- Develop and maintain cost estimating models, including life cycle cost, return on investment (ROI), and cost/benefit analysis.
- Conduct reviews of cost estimates submitted by systems integrators and support cost-estimating drills.
- Create rough-orders-of-magnitude (ROM) estimates for various cost requirements/questions and defend cost positions to senior leadership.
- Assist in the development of Independent Government Cost Estimates (IGCEs) to support contracting and procurement actions.
- Application of Cost Estimating Expertise:
- Apply knowledge of the requirements generation process, Planning, Programming, Budgeting, and Execution (PPBE) process, and acquisition policy documents.
- Address current issues in systems acquisition management, ensuring compliance with applicable policies and regulations.
- Life Cycle Cost Estimation and Tools:
- Develop life cycle cost estimates using the Automatic Cost Estimating Integrated Tool (ACE-IT) model in accordance with Army policy and DASA-CE guidance.
- Document facts and assumptions used in cost analysis and produce Cost Analysis and Requirements Documents (CARDs).
- Perform cost/benefit and sensitivity analyses to evaluate alternative courses of action.
- Documentation and Reporting:
- Prepare detailed cost analysis documents and briefings for senior government leadership.
- Maintain transparency and traceability in all cost analysis activities by documenting methodologies and key assumptions.
REQUIRED QUALIFICATIONS:
- Strong analytical and quantitative skills with the ability to work with complex datasets.
- Proficiency in cost estimation methodologies and tools.
- Ability to create clear, concise documentation and presentations for technical and non-technical audiences.
- Five (5) years of relevant experience in cost analysis/ estimation.
- Bachelor's Degree in relevant discipline such as finance, mathematics, business discipline.
DESIRED QUALIFICATIONS:
- DAWIA Practitioner Level Certification in Program Management, or Professional Level Certification in Contracting.
- Knowledge of DASA-CE guidance and Army cost estimation policies.
- Familiarity with the Planning, Programming, Budgeting, and Execution (PPBE) process.
- Familiarity with the Automatic Cost Estimating Integrated Tool (ACE-IT).
- Experience with developing and defending ROM estimates, IGCEs, and life cycle cost estimates.
- Understanding of Army acquisition policy and processes.
