Job Title: Business Systems Analyst (NPIER Support)
Location: Suffolk, VA
Overview:
SkyBridge Tactical is seeking a motivated Business Systems Analyst to support the U.S. Navy’s Information Warfare (IW) Type Commander (TYCOM) Strategic Planning, Project Management and Navy Warfare Training System (NWTS). Supporting the Navy organize, man, train, equip, and certify Navy IW Forces, and related activities to the required levels of current readiness afloat and ashore.
This Position is Contingent upon Contract Award to SkyBridge Tactical LLC
Responsibilities:
The Business System’s Analyst Responsibilities include but are not limited to:
Application of the CNO’s Get Real Get Better (GRGB) problem solving best practices, Performance to Plan (P2P) outcome-based performance management approach based on commercial leading practices, and NPIER which uses the Define-Measure-Analyze-improve-Control (DMAIC) methodology to following a continuous process improvement framework which directly supports the NWTS framework.
Tracking lessons learned from unit assessment phase activities and the ULTRA events and applying root-cause analysis and solution development methodologies to recommend improvements to unit METL, NWTP, training and training support activities and unit-level readiness assessment.
Required Qualifications:
Bachelor’s degree in operations research, operations management, applied psychology, or other related field of study.
Five years’ experience in application of assessment phase methodologies applied in the context of the joint training system. This includes but is not limited to process mapping (e.g. workflow diagrams, value stream mapping), process analysis (i.e. process improvement tools and techniques supporting systematic, organization-wide approach to identify process gaps and barriers), and application of generally recognized process and root-cause analysis techniques to identify organizational performance gaps and barriers.
Demonstrated experience developing DoDAF 2.0 architecture documentation, including a variety of views and viewpoints, and application of the NPIER Methodology supporting identification of readiness production barriers, root cause analysis, development of effective strategies for barrier (root cause) removal, and the prioritization of potential solutions designed to resolve or correct the causes of readiness gaps.
Demonstrated analytical problem solving skills.
Preferred Qualifications:
Prior Experience with Navy IW
Experience working with the METL for Naval Units
Security Clearance Requirements:
Active DOD TS/SCI Clearance
