Job Title: Business Systems Analyst (UNTL-Based METL Development)
Locations: Suffolk, VA
Overview:
SkyBridge Tactical is seeking a motivated Business Systems Analyst to support the U.S. Navy’s Information Warfare (IW) Type Commander (TYCOM) Strategic Planning, Project Management and Navy Warfare Training System (NWTS). Supporting the Navy organize, man, train, equip, and certify Navy IW Forces, and related activities to the required levels of current readiness afloat and ashore.
This Position is Contingent upon Contract Award to SkyBridge Tactical LLC
Responsibilities:
The Business System’s Analyst Responsibilities include but are not limited to:
Review of existing policy and doctrine to validate specified and implied tasks for each mission supporting IW syndicate communities.
This includes using universal modeling language object-oriented methods and notation to model the relationship between strategic, operational and tactical level of war tasks.
Development of Temporal, Informational, and Spatial View Operations Templates to provide a graphical depiction of the activities performed by NAVIFOR commands
Definition of horizontal and vertical task linkages across the levels of war based on tasks required to be performed to implement Operation Plans (OPLANs), concept plans (CONPLANs), execute mission orders, or provide capabilities in support of IW missions captured via graphical and written descriptions supporting the three step METL development process defined by the UNTL manual.
Analytical support for selecting or developing performance standards consistent with operational commander’s intent and Concept of Operations (CONOPs) for a mission.
Validation of the decisive factors for mission essentiality from the perspective of the operational commander to understand if tasks are operationally relevant and provide valid information on unit readiness to perform a mission essential task.
Facilitate development of Mission Models per USFFC Primary Review Authority (PRA) refinement tasking for all NAVIFOR subordinate commands. This requires analysis and development of a defined taxonomy for NAVIFOR subordinate commands per the USFF mission modeling analytic approach supporting the Fiscal Year (FY) 2019 National Defense Authorization Act requirement for services to complete transition to DRRS and will be executed by development of USFFC PRA templates for mission essential task and standard selection worksheets for each unit type across the NAVIFOR claimancy.
Definition of mission threads using universal object-oriented modeling to represent specific parts of overall missions following completion of mission analysis to support assembling Master Scenario Event List (scenarios) supporting NWTP development.
Support improvement to the NAVIFOR UNTL-based mission analysis technical report template that supports explicit output of METL development efforts and serves as a baseline reference for annual METL review.
Facilitate the NAVIFOR METL review Standard Operating Procedure to coordinate review and revision of METLs across stakeholders internal and external to NAVIFOR to include changes to a METL in NTIMS in the role of Plan Editor, Requirements Editor, or User Group Analyst as required to support NMETL and NWTP development and modifications.
Required Qualifications:
Bachelor’s degree in operations research, operations management, applied psychology, or other related field of study.
Five years’ experience supporting both METL annual review required by COMPACFLT/COMUSFLTFORCOMINST 3501.3 (Series), Fleet Training Continuum Instruction, and METL development per OPNAVINST 3500.38C, UNTL Manual, along with experience with Mission Analysis in the context of METL development and execution per OPNAVINST 3500.38C, UNTL Manual definition of mission analysis as the first step of METL development.
Demonstrated experience in the application of Defense Architecture Framework (DoDAF) 2.0 to create a coherent model of an enterprise architecture to enable stakeholders to focus on specific areas of interest in the context of a resource management and readiness generation enterprise.
Demonstrated experience in process analysis methodologies to capture current state processes and deliver graphical representations to inform decision making.
Demonstrated analytical problem solving skills.
Demonstrated oral and written communication skills.
Preferred Qualifications:
Prior Experience with Navy IW
Experience working with the METL for Naval Units
Security Clearance Requirements:
Active DOD TS/SCI Clearance
