The Prospective Group is seeking a Continuous Monitoring Team Lead - Business Research Analyst to supports the Defense Counterintelligence and Security Agency (DCSA). The employee shall provide knowledge and experience in identifying risk to cleared facilities and to assist personnel with providing industrial security oversight operations support to facilities at the Regions and the National Access Elsewhere Security Oversight Center (NAESOC). Risk is identified through the application of DCSA’s identified Risk-based management approach and is reported, documented, tracked, and analyzed using DCSA’s system of record, National Industrial Security System (NISS), as well as other DCSA databases.
General Position Requirements:
The employee shall support field and NAESOC personnel in the effective execution of IS operations as published in the National Industrial Security Program Operating Manual (NISPOM), Industrial Security Operating Manual (ISOM), and designated Standard Operating Procedures (SOPs) as well as the NAESOC's Quality Management SOP and local level training. All Industrial Security Oversight Support (ISOS) activities involving requirement interpretations, DCSA determinations, non-compliance citations, and formal letter issuance require final government review and approval. All ISOS activities involving industry will be documented within the Industrial Security system of record.
The employee shall have expertise in NISPOM requirements and shall be very knowledgeable of current and near-term DCSA data systems, specifically NISS, and DISS. The employee shall have advanced analytical skills to be able to apply data analysis, trend analysis and up to date problem solving techniques using data from various government, commercial and proprietary business, legal, and intelligence databases and resources. The employee must be proficient in Microsoft products to include Microsoft Word and Excel. The employee must be knowledgeable in task management, prioritization, and escalation/tiering activities.
Specific Responsibilities:
The Continuous Monitoring Team Lead - Business Research Analyst will lead a team of Continuous Monitoring (CM) Specialists to provide, on an on-going basis, facility baselining and monitoring actions to include analyzing FCL-relevant risk events received through automated data sources and referring all valid events to the cognizant Field Office and NAESOC. CM Specialists will conduct the continuous monitoring actions IAW ISOM 20.04.03.
Continuous Monitoring Team Lead - Business Research Analyst will conduct business-related research, including, but not limited to Pitchbook, open-source research, and Government databases, aimed at U.S. and foreign companies and affiliated parties (key management personnel, suppliers, partners, creditors, owners, investors, and other and foreign affiliations etc.) while reviewing FCL-relevant risk events and producing Continuous Monitoring Alert Referrals.
Individual production is estimated at 500 baselining and monitoring actions a month. Total production requirement is estimated at 18,000 facility baselining and monitoring actions per quarter. Actions include researching, analyzing, and validating data on cleared companies using various government, commercial, and propriety business, legal, and intelligence databases and resources.
