Responsibilities

  • Manages multiple and/or large programs to ensure that implementation and prescribed activities are carried out in accordance with specified objectives.
  • Manages the work activities for multiple programs to ensure satisfying delivery.
  • Manages the planning, scope definition, design, execution, and delivery. Tracks progress against milestones, budgetary guidelines, or other performance indicators, and prepares reports to senior management.
  • Responsible for managing activities of external consultants and/or vendors. In-depth understanding of the field's concepts and principles.
  • Leads and directs the work of other employees and has full authority for personnel decisions. Supervision may be provided through a team of subordinate supervisors and/or managers.
  • Administers departmental policies and procedures, evaluates results and performance, and assists with the development of new or modified budgets, strategic plans, or policies.
  • Under this effort, the Government considers the Contractor's Manager (CPM) as the contractor's single point of contact (POC) for the body of work described in this SOW.
  • The PM shall manage all necessary personnel covered under this SOW to ensure contract support requirements are maintained throughout the entire Period of Performance.
  • The CPM shall be responsible for the performance of all Contractor Full Time Equivalents (FTEs) and subcontractors to include monitoring and assessing performance.
  • An FTE is defined as a person performing duties of the contract at a minimum of 1,920 labor hours per year.
  • The Contractor shall implement a comprehensive Contract Management Plan for their use to oversee and manage performance.
    • Coordinate with Contracting Officer (KO)/COR.
    • Apprise senior management on productivity and quality assurance.
    • Develop rough order of magnitude (ROM) estimates for contract modifications.
    • Develop transition/migration plans.
    • Support government efforts for document review and approval.
    • Manage project schedules and coordinate Contractor activities in the SOW.
    • Identify and communicate issues and risks to the Government and offer recommendations on how issues/risks should be mitigated to successfully satisfy the requirements.
    • Notify the COR when the contract believes that any Government activities may impact performance, schedule, or cost.

Qualifications

  • An interim Secret clearance is required for consideration, an active Secret is highly preferred
  • 10 years of recent relevant experience
  • Bachelor of Arts (BA)/Bachelor of Science (BS) (or equivalent) in relevant area and project management certification to include Project Management Professional (PMP), PMP-Professional in Business Analysis (PBA), or any of the PMP specializations and 8140 Role and Information Assurance Technical (IAT) II+ or Information Assurance Management (IAM) II+
  • 802 - IT Project Manager, 751 - Cyber Workforce Developer and Manager, 732 - Privacy Compliance Manage.
