Raytheon's Advanced Technology (AT) business is hiring a Requirements & Capabilities (R&C) Strategic Capture Director with significant experience pursuing and winning new business in the Aerospace and Defense market. The Strategic Capture Director will be the senior source of capture excellence within the AT R&C team. The Strategic Capture Director will lead strategic captures when called upon and support other captures through capture plan reviews and independent assessments of capture effectiveness. The Strategic Capture Director must be capable of leading cross-functional teams, working under pressure, and developing clear strategies that lead to winning new business. Additionally, the Strategic Capture Director will be responsible for driving improvements in the organization's proposal efficiency, quality, and effectiveness. The Strategic Capture Director will report to the AT R&C Executive and is accountable for capture leadership, discipline, acumen and results within the AT business.

What You Will Do
  • Lead strategic captures - develop clear and concise win themes and lead cross-functional teams in delivering quality proposals and competitive wins
  • Develop and maintain a list of key pursuits for the business - assess capture readiness, review capture plans and track the status of business area captures with a focus on resourcing (time, money, people)
  • Partner with AT R&C pursuit capture leads to drive capture and proposal discipline, acumen, guidance and support throughout the Pursuit to Start-Up phase
  • Understand the Aerospace and Defense marketplace with a focus on Science and Technology (S&T) and early Engineering and Manufacturing Development (EMD), stakeholder customer organizations and budgets to identify market drivers and trends and develop strategies
  • Engage in business area capture activities (Black Hats, Win Strategy Workshops, Color Team reviews) and help pull together independent assessment teams (both internal and external)
  • Lead business area activities in support of overall proposal development process improvements, including the reduction in proposal cycle time and driving investment efficiency
  • Assist the business unit R&C leader in the training, certification and assignment of SBU capture and proposal managers
  • Support horizontal reviews for key pursuits and assist with cross-functional capture team staffing
  • Participate in a Capture Leader council that guides capture improvements across RAY - help the business navigate the RTX Lifecycle Program Management Pursuit to Start-Up phase
  • Review and approve the advancement of pursuits from Opportunity Validation through Bid Kick Off Review for AT R&C, including resource authorization and supporting hand-off at Submit/Commit and Start Up gates
  • Track business win/loss metrics, Probability of Award (POA), and associated new business investment spend - make recommendations on investment funds, schedule, and execution
  • Develop and maintain relationships with internal Raytheon and external customer stakeholders and functional organizations involved in business capture
  • Develop and maintain relationships with industry teammates and industry associations to help drive partnerships
  • Understand customer needs to get ahead of customer solicitations and allow for proper shaping
  • Lead/assist in proposal preparation. Guide proposal development including writing proposal responses and developing pricing to deliver compelling and compliant proposals.
  • Develop, implement, and manage processes and strategies that results in an increased capture Pwin and improved win rate
  • Collaborate with RTX Global Government Relations (GGR) at the Federal, State/Local on Public Policy in their advocation and development of new technologies and our solutions.
  • Domestic travel up to 40%
  • Possible Work Locations: VA - Arlington, AZ - Tucson, MA - Tewksbury or TX- McKinney


Qualifications You Must Have
  • Typically requires a Bachelor's Degree and minimum 14 years prior Aerospace and Defense industry experience, 5+ of those years leading or a key contributor on competitive captures, or an Advanced Degree and a minimum of 12 years' experience
  • Foundational Capture Management Certification (or external equivalent)
  • Experience leading cross-functional teams
  • Experience working in classified environments
  • Active and transferrable U.S. government issued Top Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.


Qualifications We Prefer
  • Advanced degree (MBA or STEM-based preferred)
  • Intermediate or Advanced Capture Management Certification (or external equivalent)
  • Proposal Management Certification
  • Working knowledge of Business Development operations process (e.g., investments, financial planning, pipeline management)

The salary range for this role is 194,000 USD - 388,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
