Job Overview
We are seeking a skilled System Engineer - Level 2 to provide system engineering and acquisition support to stakeholders on behalf of a Program Management Office (PMO). This role involves delivering technical expertise and guidance to portfolio teams and Service Owners, ensuring effective oversight of technical services within a large-scale contract. The successful candidate will collaborate across portfolios, support key business activities, and assist in translating customer requirements into actionable acquisition documentation.

Responsibilities
Provide technical knowledge and guidance to assist with the oversight of a major IT services contract.
Meet with Service Owners to gather, document, and refine IT-related requirements tied to specific technical services.
Support the technical transition of services by offering guidance and assisting in overseeing outsourced activities.
Collaborate across portfolios to resolve issues and support new initiatives within the contract framework.
Provide technical insights to support asset management, billing, budget management, and the implications of service terminations.
Assist in overseeing vendors’ mission assurance and continuity of operations (COOP) planning and architectural efforts within assigned portfolios.
Support the lifecycle of requirements, from creation through implementation, in collaboration with government stakeholders.
Offer program management and acquisition support by gathering and managing customer requirements that lead to Service Task Orders (STOs).
Translate customer requirements into clear, concise language suitable for acquisition documentation compliant with procurement standards.
Deliver portfolio-specific services, including:
Analyzing infrastructure and providing reporting and metrics to portfolio leads.
Recommending service enhancements based on identified gaps in the contract.
Assisting in project oversight, delivering status updates, and conducting risk assessments for the PMO.
Supporting oversight of modernization and technology infusion initiatives.
Qualifications

Experience: Minimum of fourteen (14) years as a System Engineer (SE) in programs and contracts of similar scope, type, and complexity.

Education: Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university.
Substitution: Five (5) years of additional SE experience may be substituted for a bachelor’s degree.

Skills:
Strong technical knowledge of IT systems and services.
Ability to collaborate with diverse stakeholders and document requirements effectively.
Experience in program management, acquisition support, and vendor oversight.
Analytical skills to assess infrastructure, identify gaps, and recommend enhancements.
Excellent communication skills to translate technical needs into procurement-ready documentation.
Preferred Qualifications
Experience supporting large-scale government IT contracts.
Familiarity with mission assurance, COOP planning, and technology infusion initiatives.
Background in asset management, budgeting, or billing from a technical perspective.
