Akima Systems Engineering (ASE) supports the Intelligence, DoD, and Science and Research communities by providing domain knowledge, analyst teams, and essential mission staffing services. The Senior Program Manager will play a strategic leadership role in business development efforts, with a primary focus on identifying, capturing, and expanding DoD and U.S. Navy opportunities. The individual will be responsible for developing and executing growth strategies, fostering client relationships, and driving revenue in alignment with ASE's goals. The role also involves establishment of new program execution, supporting contract phase-ins, and ensuring operational readiness. This position requires a seasoned leader with deep knowledge of Navy acquisition, contracting processes, and a proven record of success in the defense sector.

This Hybrid position requires that you live within commuting distance from Summerville, SC.

Responsibilities

  • Lead and drive business development strategies targeting the DoD, U.S. Navy, and Intelligence sectors.
  • Identify, qualify, and capture new business opportunities, with a focus on Navy C4ISR, Cybersecurity, Communications, and Systems Engineering support contracts.
  • Develop and maintain strong relationships with Navy/DoD customers, key stakeholders, and industry partners.
  • Monitor and analyze defense market trends, Navy/DoD budget priorities, and procurement forecasts to shape pipeline growth.
  • Lead proposal development efforts, including strategy, pricing, teaming, and compliance, ensuring high-quality, winning proposals.
  • Collaborate with ASE's Business Development and Operations teams to align corporate capabilities with client needs and acquisition strategies.
  • Attend industry events, conferences, and Navy forums to promote ASE capabilities and identify potential opportunities.
  • Develop and deliver briefings, white papers, and capability statements tailored to Navy and DoD audiences.
  • Manage and support new projects/programs during contract transitions and initial execution phases.
  • Prepare technical reports, dashboards, and performance metrics to communicate business growth, contract performance, and opportunity pipelines to executive leadership.
  • Report to the General Manager, with a dotted line to the Director of Business Development and Director of Operations, providing regular updates on both business development progress and operational activities.
  • Influence internal and external stakeholders, driving alignment with ASE's strategic objectives.
  • Work independently, managing multiple priorities in a fast-paced environment with little to no supervision.

Qualifications

  • Bachelor's Degree or higher in Business Analysis, Business Administration, Finance, Project Management, or a related field.
  • Minimum of 10-12 years of experience in business development, project management within U.S. Navy environments.
  • Experience as a Senior Program Manager responsible for submarine C4I support contracts.
  • In depth knowledge of C4I Programs.
  • Experience working with maritime C4I solutions.
  • Strong understanding of DoD acquisition processes, Navy contracting vehicles, and defense market dynamics.
  • Demonstrated ability to develop capture strategies, lead proposal efforts, and successfully grow defense programs.
  • Strong leadership, management, and organizational skills.
  • High proficiency in Microsoft Office applications, including Excel, Project, and Visio.
  • Excellent analytical, negotiation, presentation, and problem-solving abilities.
  • Superior written and oral communication skills, with the ability to influence senior-level stakeholders.
  • Active SECRET clearance required; TOP SECRET preferred.
