IT - QA and Test
JRAD is seeking multiple candidates for immediate fill positions supporting the U.S. Army
Evaluation Center (AEC). These position are off-site positions, but must be local to Aberdeen,
MD (within 1-hr driving distance).
Roles/Responsibilities:
Serves as a subject matter expert providing technical guidance and information to meet
requirements.
Works independently with minimal guidance on complex projects and assignments. Tasks
require expert level application of established methods, procedures, techniques, and
programs.
Must demonstrate greater experience in conducting analysis, developing solutions, utilizing
information technology, and presenting findings.
Performs scientific work involving the designing, developing, and adapting of mathematical,
statistical, econometric, and other scientific methods and techniques.
Utilize skills to support systems evaluation and program execution.
Recommend measures to improve methods, performance, and quality of product or service,
and suggest changes to increase efficiency.
Will provide support to Army Test and Evaluation Command System Teams with the
identification and integration of modeling and simulation into evaluation plans, supporting
the independent, continuous, and comprehensive evaluation planning and analysis of Army
programs.
Research and recommend modeling and simulation tools to support system evaluations.
Conduct systematic examinations and development of alternative courses of action to
provide sound, scientific, and quantitative information as a basis for decision making.
Produces and reviews technical documentation reflecting detailed knowledge of specific
technical areas.
Required Skills and Education (Multiple Levels):
Bachelor’s Degree in Operations Research or other closely related technical discipline; plus
five (5) or more years of progressively responsible experience in test design development
and/or planning, reviewing, or executing testing of military systems and intel systems.
Master’s Degree in Operations Research or closely related technical discipline; plus ten (10)
or more years of progressively responsible experience in data engineering, test design
development and/or planning, reviewing, or executing testing of military systems.

Five (5) or more years of additional experience gained within the last ten (10) years in the
operational effectiveness evaluation of Army and Joint Service systems, subsystems, and
components in one (1) or more of the following system commodity areas:
o Conduct of developmental tests, operational tests, and evaluation methods for Army
and Joint Service systems. Experience is defined as activities to include test and
evaluation planning, test execution, data collection during test, evaluation of test or
modeling data, and development of evaluation analysis plans and reports.
, o Interpretation, application, and integration of Army and Joint Service system acquisition
documentation in the development of system acquisition products for test and
evaluation. Examples of system acquisition documentation include Department of
Defense, Army, and Army Test and Evaluation Command regulations, pamphlets,
instructions, and guidance.
o Executing Office of the Secretary of Defense methodologies and policies related to
assessment of Joint Capability Technology Demonstrations and Advanced Technology
Demonstrations.
o Test methods, infrastructure, and capability gaps related to system/program testing and
processes.
o Oral and written communication such as briefings, writing technical papers, etc.
Examples include Evaluation Plans, Evaluation Reports, Test Plans (Operational or
Developmental), Safety Releases, and Safety Confirmations.
o Some labor categories may require at least one (1) year of experience in software
application testing (at least at black box level) and network communication. Black box
functional and system level testing is defined as testing techniques in which the
software tester does not have access to the source code itself.
Security Clearance:
Active – Top Secret (TS) clearance, with Sensitive Compartmented Information (SCI)
eligibility.
