SPAARK, Inc. is currently seeking a Knowledge Management Specialist to support our customer, the Federal Bureau of Investigation (FBI). This position is based in the Washington Metropolitan Area (WMA)/National Capital Region (NCR) at various FBI facilities.
PROGRAM SUMMARY:
- This position will support the Accounting & Technology Section (ATS) of the FBI. This section is responsible for administration and management of initiatives that are critical to the FFD and to the FBI's overall financial management infrastructure. These initiatives encompass the selection, implementation, and sustainment of multiple Commercial-Off-The-Shelf (COTS), Government-Off-The-Shelf (GOTS), and custom applications, tools, and technologies needed to ensure the FBI's mission.
JOB DUTIES:
- Manage, and administer the ATS SharePoint site(s) and MS Teams site(s).
- Manage, create, and/or administer the ATS Atlassian Confluence site(s) for some ATS enterprise systems.
- Leverage the capabilities offered by MS-Office applications (MS-Teams, MS-Access, MS PowerPoint, MS-Project) and MS Power Platforms to promote and facilitate the effective and efficient conduct of ATS actions and activities and support of facilities/finance systems.
- Develop fully functional and adaptive applications using, for example, Power Apps/Power Platform to enhance data reporting and visualization.
- Develop workflows with Power Automate, creating interactive dashboards and reports suing Power BI.
- Streamlining business processes through automation and developing user-friendly applications to support various departments using MS Power Platform tools.
- Offer timely information dissemination to ATS personnel (government and contractor); be prepared to provide expert advice and recommendations regarding website development.
- Work towards and promote a strategy of centralization, standardization, and "best practice" stewardship of all ATS owned documents and materials in conjunction with the ATS Section Level Program Management Leadership.
- Provide consulting services to the ATS Leadership in the creation, editing, review, and delivery of materials to support executive level presentations and briefings.
- Support business process reviews and make recommendations for enhancements. This might include representing the Section at meetings outside of the FBI, documenting meeting minutes, supporting project timeline development, gathering requirements, or other relevant milestones.
- Provide the ATS leadership team with general office support to include brainstorming, storyboarding, document creation, updating administrative materials, scheduling meetings with internal and external stakeholders, arranging conference calls, and producing and distributing of meeting and briefing materials.
- Partner with Unit Chiefs, Government Leads, and Contractor Leads to obtain status updates in support of executive-level reporting on Section strategic initiatives and performance metrics.
- Support the ATS Leadership team in the preparation for executive-level meetings, off-site strategy sessions, and team building exercises.
- Support the Section level Executive Strategic Plans, performance metrics, data collection, and reporting that align with the FFD Division Strategy.
- Assist with cascading Section level objectives down to the Unit level.
- Support performance plan development for the ATS FO leadership team.
Qualifications
EXPERIENCE/SKILLS:
- At least five (5) years of related work experience.
- Ability to assume lead role in contributing to the development of standards and best practices surrounding the use of knowledge management techniques and applications to include website development.
- Strong working knowledge of SharePoint, Microsoft Office suite MS Power Apps and Power BI skills.
CLEARANCE LEVEL :
- Top Secret
EDUCATION:
- Bachelor's degree
CERTIFICATION(S):
- CISSP (Certified Information Systems Security Professional), PMP, and Comp TIA A+ certification preferred.
