SPAARK, Inc. is currently seeking a System Security Administration Lead to support our customer, the Federal Bureau of Investigation (FBI). This position is based in the Washington Metropolitan Area (WMA)/National Capital Region (NCR) at various FBI facilities.
PROGRAM SUMMARY:
- This position will support the Accounting & Technology Section (ATS) of the FBI. This section is responsible for administration and management of initiatives that are critical to the FFD and to the FBI's overall financial management infrastructure. These initiatives encompass the selection, implementation, and sustainment of multiple Commercial-Off-The-Shelf (COTS), Government-Off-The-Shelf (GOTS), and custom applications, tools, and technologies needed to ensure the FBI's mission. The SSA Team Lead shall maintain the confidentiality, integrity, and availability of FFD applications. ATS System Security Administration supports two (2) major and three (3) minor financial and facilities applications (with over 8,000+ managed users) processing an average of 450+ security related transactions (e.g., access requests, profile, and role-based changes) per month.
JOB DUTIES:
The Security Administrator shall implement and maintain access controls for supported financial and facilities applications, to include the following tasks:
- Support the ATS system change management processes and ensure SSA controls are consistently implemented and applied.
- Provide systems security program management support to ATS.
- Provide status reporting of security activities to include risk posture and compliance.
- Identify IS (Information Systems) SSA gaps and offer mitigation strategies.
- Advise on new user account profiles and associated roles to preclude separation of duties conflicts and ensuring "need-to-know" and "least privileges" criteria are applied for access to applications.
- Manage annual user recertifications for the supported financial and facilities applications to ensure compliance with policy requirements.
- Collaborate/communicate with applicable parties to ensure appropriate approvals for requested user profiles and roles are obtained.
- Support the FSA-IS and A-123-IS Assessment audits for SSA functions and maintain appropriate artifacts.
Qualifications
EXPERIENCE:
- At least five (5) years' experience in InfoSec/IT Security related experience
- Two (2) years of FISMA (Federal Information Security Management Act) related experience.
- Extensive knowledge and experience with information security standards, policies and practices-NIST (800-53 rev), FISCAM, FISMA, DOD, DCID, FBI, etc.
- Experience managing a team of system security administrator personnel.
- Experience analyzing information technology and system risk issues in complex environments.
- Experience in an IT customer support role, including working knowledge of account and access management.
- Ability to multi-task and prioritize competing tasks.
- Excellent verbal and written communication skills.
- Excellent attention to detail skills - analytical, critical thinking, and problem-solving skills.
- Well-developed interpersonal skills -- patience, customer friendly attitude; ability to work in a team environment; ability to remain resilient and professional during highly sensitive and urgent situations.

EDUCATION:
- BS/BA degree in Information Technology, Computer Science, Math, or Science fields.
- A master's degree in Information Technology, Computer Science, Math, or Science fields is preferred.
CERTIFICATION(S):
- CISSP (Certified Information Systems Security Professional), PMP, and Comp TIA A+ certification preferred.
