Job Description:
Parsons is looking for an amazingly talented Senior Rotation Director, Combat Readiness Exercise Program to join our team! In this role you will get to direct and manage service delivery and rotational training operations across the ARNG Combat Readiness Exercise (CRX) Program .
Special Job Requirements: Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of Government practices and regulations are also required. Must be former Battalion Commander, former Brigade Commander and possess senior-level staff experience with US Army National Guard or United States Army Staff. Must possess highly relevant experience working with US Army National Guard (ARNG) or US Army Forces Command (FORSCOM) Brigade Combat Teams. Must possess in-depth and current understanding of the missions, functions and structure of the Army's Infantry, Armor, and Stryker brigade combat teams; in-depth and current understanding of U.S. Army and joint operational doctrine; and in-depth and current understanding of relevant threat force doctrine and tactics. Must be US Citizen and possess Secret Clearance.
Duties and Responsibilities: Senior Rotation Director, under guidance from the PM, directs and manages service delivery and rotational training operations across the ARNG Combat Readiness Exercise (CRX) Program. Directly supports the Program Manager and is responsible for ensuring delivery of services in line with contract and funding requirements; achieving high quality deliverables for customers. Performs day-to-day management of overall contractor support of rotational training operations (plans, directs, supervises, and controls the execution of all functions necessary) for CRX PM. In support of the CRX PM, the Senior Rotation Director organizes, directs, and coordinates planning and production of all contract support of rotational training operations.
S pecific Responsibilities
- Establishes the program requirements for all areas of the rotational training exercises, and monitors the draft and final deliverables for adherence to these criteria.
- Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
- Negotiates changes to the scope of work with the client and key subcontractors.
- Markets and secures additional work with client.
- Responsible for following up on instructions and commitments associated with the project.
- Responsible for the development and distribution of a project summary to all members of the project team for reference.
- Provides input on performance reviews and development plans for subordinates.
- Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
- Responsible for maintaining current and timely change orders.
- Promotes technical and commercial excellence on the project through application of Quality Assurance processes..
- Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
- Acts as the Company representative with the client and selected subcontractors during the program execution.
- Establishes weekly meeting to review project status and formulate action items.
- Performs other responsibilities associated with this position as may be appropriate.
Skills and Competencies
- Ability to meet Parsons' project management certification requirements
- Familiarity with the integration of engineering/technical aspects, as well as procurement and construction activities
- Proven ability to perform in a management capacity
- Excellent written and oral communications skills
- Thorough knowledge of industry practices and regulations
- Knowledge of current technology and how it can be effectively utilized on projects
Education and Typical Experience
- Bachelor's Degree Engineering or related technical/business field
- 15+ years of related work experience is required and
- previous project management experience on similar or related projects

- Serves as the lead for the scheduling and development of the Initial, Main, and Final Planning Conferences with Memorandums of Instruction (MOI) and Memorandums of Agreement (MOA).
- Develops and publishes the Exercise Directive, Exercise Rules of Engagement, collective training plan, training schedule, and evaluation criteria in accordance with the Title 32 Commander's guidance, applicable Army regulations, and technical manuals.
- Develops the training scenario in accordance with the Title 32 Commander's training objectives and produces lane books for all collective training in accordance with the Rotational Unit Commander's guidance.
- Serves as the primary program liaison from ARNG to the training unit and corresponding Joint Forces Headquarters (JFHQ) during each rotational training cycle.
