Financial Analyst
Clearance Requirement: Active Secret Clearance
Work Location: The Pentagon (Telework available at the discretion of the government).
Job Overview:
A Financial Analyst is needed to support the Office of the Under Secretary of Defense for Research
& Engineering (OUSD R&E). This role requires a strong understanding of DoD financial systems,
including the Planning, Programming, Budgeting, and Execution (PPBE) process. The analyst will
assist in financial planning, budget preparation, and execution tracking while ensuring compliance
with DoD financial policies and regulations.
Key Responsibilities:
● Assist in developing the Program Objectives Memorandum (POM) and Budget Estimate
Submissions (BES) for R&E.
● Manage budget reviews, change proposals, and justification materials (R-Forms,
P-Forms, etc.).
● Conduct financial analysis to assess program effectiveness and budget trends.
● Prepare reports, briefing materials, and financial documentation for senior DoD leadership.
● Monitor funding execution, including tracking obligations, disbursements, and annual
expenditures.
● Support audit readiness by maintaining necessary documentation.
● Process financial and budgetary transactions in the Defense Agencies Initiative (DAI)
system.
Qualifications:
● Minimum 4 years of experience in financial management or budget execution within DoD.
● Strong knowledge of DoD funding execution processes and PPBE procedures.
● Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Access).
● Experience with DoD acquisition and financial management at the headquarters level is
highly preferred.
● Strong written and verbal communication skills.
● Prior experience working with Air Force Active Duty or Reserves is a plus.
Education:
● Bachelor’s degree in finance, accounting, business, or a related field.
● In lieu of a degree, 4 years of specialized experience (including military experience) may be
considered.
