K2 Solutions is looking for an Unmanned Systems SME to support our customer at Ft. Bragg, NC. The successful candidate will work with the program team to execute initiatives, develop, and maintain project plans and assume day-to-day project and acquisition administration in support of US Special Operations Command (USSOCOM). This position is located at Ft. Bragg, NC.

Must be a US Citizen to be considered for this position.

Travel percentage: Up to 25%

Top Secret/SCI clearance is required.

As the Group 1-2 Unmanned Aerial System (UAS) and Echelon 0-II Precision Strike Project Manager, represents organizational priorities while serving as an Autonomously or Remotely Controlled System (ARCS) liaison to adjacent commands and higher headquarters including USASOC, MARSOC, AFSOC, HQDA, and SOCOM. Coordinates with USASOC, MARSOC, AFSOC, ARSOAC, Army PM offices, NAVAIR, and other supporting elements to support organizational objectives. Incumbent provides technical systems support for development and procurement of Airborne Intelligence Surveillance and Reconnaissance (A-ISR) systems. Provides technical systems support with detailed ARCS development plans and schedules for ARCS capabilities, equipment, personnel, scheduling, maintenance, flight authorizations, and air space de-confliction in support of Unit and DoD priorities. Support includes development of detailed employment plans and schedules for training, capabilities integration, equipment and personnel scheduling, and airspace de-confliction. Independently coordinates types and number of aircraft necessary for testing/training mission accomplishment and seeks support of the same from enabling organizations. Represents customer requirements during organizational meetings with all user echelons. Identifies tactical ARCS capability gaps through coordination and liaison with organizational leadership and recommends changes to meet mission requirements.
Identifies, manages, plans, and coordinates for ARCS future capabilities. Supports and provides input to ARCS assessments organizing and overseeing key programs of future ARCS capabilities and policies. Provides advice, analysis, technical expertise, and support to the Combat Development Directorate regarding future unclassified and classified ARCS platforms schedules to support ARCS missions. Makes periodic comprehensive assessments and evaluations of tactical ARCS goals and objectives to provide a basis for long-range planning to enhance the organization's tactical ARCS management responsibilities. Makes recommendations and defends decisions on DoD and USSOCOM operational policy matters; often required to make sound recommendations on committing significant funds or resources impacting future SOF capabilities and program life cycles.
Conducts thorough market research for solutions to ARCS requirement gaps. Subsequently provides materiel solution options for the organization. Compiles quotes and develops purchase documentation for government approval. Supports and provides input to ARCS assessments, organizing and overseeing key programs of future capabilities and policies. Provides advice, analysis, technical expertise, and support to the CDD Director regarding future unclassified and classified ARCS platforms scheduled to support combatant command missions. Evaluates the effectiveness of ARCS programs and operations in terms of mission accomplishment; quantity and quality standards; procedural, policy and regulatory compliance; and technical competence. Makes periodic comprehensive assessments and evaluations of ARCS goals and objectives to provide a basis for long-range planning to enhance the organizations ARCS management responsibilities. Serves as project manager for all ARCS requirements. Coordinates and reviews all ARCS related combat development projects within the Combat Development Directorate, while keeping abreast of the status of those projects and tracking the remaining efforts associated with those projects until completion.
Develops documentation to support Airworthiness Release (AWR) messages for non-standard aircraft. Monitors and assists moving AWRs through staff channels for approval. Generate letters, Memorandums of Agreement (MOA) and Statements of Requirements (SOR) for all ARCS requirements.
Provides analysis and input to the organization's programmatic budgetary planning process for future Unmanned Aerial Systems (UAS) development, procurement, and sustainment. Utilizes knowledge of SOF, training, readiness, organization, A-ISR support to the Find, Fix, Finish, Exploit and Analyze (F3EA) cycle, Air Force and Joint Aviation standardization and safety, FAA Policy, Joint Capabilities Integration Development System (JCIDS), SOF Capabilities Integration Development System (SOFCIDS), and resource requirements to integrate functions and tasks into all facets of SOF A-ISR where appropriate and to advise the Commodity SGM and CDD staff in the decision making process.
Supports the planning and execution of flight testing and demonstrations for ARCS at various locations. Develop flight test plans, test cards and schedules that support the organizational timelines and goals. Understands the DOD requirements generation process and the concepts of Key Systems Attributes, Key Performance Parameters, Threshold and Objective Requirements and how these concepts nest within the overall testing plan.

Qualifications
Education/Certifications:

Minimum of bachelor’s degree
Advanced degree (desired)
DAWIA II in Program Management (required)/Level III (highly desired)
Lean Six Sigma Certified, e.g., Green Belt/Yellow Belt/Black Belt (desired but not required)
Qualifications:

A minimum of 16 years of progressively responsible experience in a directly related area, during which both professional and technical capabilities have been clearly demonstrated.
Comprehensive knowledge of ARCS policies, plans, programs, employment, and doctrine to integrate and advocate organizational ARCS requirements at appropriate levels.
Comprehensive experience as well as the knowledge, skills, abilities, and competencies for tactical A-ISR support to the organization.
Specialized experience in administering or performing tactical ARCS management in support of SOF Operations.
Comprehensive ability to define problems, identify relationships, evaluate quality, assess impacts, and make conclusions and recommendations against priorities, standards, or objectives or, where none exist, to establish required priorities, standards, objectives, and doctrine.
Knowledge of commercial UAS and Precision Strike systems and their capabilities.
Background in basic flight techniques, procedures, and aircraft engineering.
Must have working knowledge of USSOCOM 350-9, AR 95-1, AR 385-10, DA PAM 385-40, AR 95-20 and applicable FARs. * Knowledge of counter UAS, Artificial intelligence, machine learning and ATAK too.
