Overview
Site Manager (PSBTS-2025-22593):
Bowhead seeks to network with a Site Manager for an upcoming proposal effort to provide Base Telecom Support at the Puget Sound, WA. The effort will provide telecommunications operations and maintenance (O&M). This includes secure and reliable, classified and unclassified, voice and data services in support of Command, Control, Computer, Communications and Information (C4I) operations and exercises.

Physical Demands:
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.

The effort will provide telecommunications operations and maintenance (O&M). This includes secure and reliable, classified and unclassified, voice and data services in support of Command, Control, Computer, Communications and Information (C4I) operations and exercises.
Responsibilities
Essential functions will include:
- Serve as the primary liaison between contractor and Government (COR), ensuring full contract compliance.
- Supervise and manage ISP/OSP technicians; maintain minimum staffing and qualification standards.
- Develop and coordinate weekly/monthly work schedules and task assignments.
- Monitor service performance and implement quality control measures.
- Provide timely reporting on outages, status updates, and security incidents.
- Ensure compliance with safety, security (physical and IA), and federal regulations.
- Oversee maintenance of telecom systems (PBX, fiber/copper cable plant, voicemail, etc.).
- Maintain 24/7 on-call readiness and designate an acting manager during absences.
- Support inspections, audits, and readiness evaluations (e.g., DISA, command inspections).
- Other duties as assigned
Qualifications
- Education
- Bachelor's degree (preferred, not mandated).
- Years of experience
- 2 years of experiance required. 5 years prefferred.
- Extensive technical and managerial experience in telecom systems.
- Must be knowledgeable in all aspects of the work.
- Required skills or certifications
- IAT Level II (per DoD 8570.01-M) such as Comptia Security+ Certified
- Experience with: Avaya, Nortel, Cisco, Red Hat, Microsoft
- Must prepare weekly/monthly work schedules and reports.
- Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
- Ability to communicate effectively with all levels of employees and outside contacts
- Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Physical Demands:
- Must be able to lift up to 50 pounds
- Must be able to stand and walk for prolonged amounts of time
- Must be able to twist, bend and squat periodically
