Position Overview

The Designated Engineering Representative (DER) is responsible for ensuring engineering design, modification, repair, and certification activities align with FAA regulations, CBP contract requirements, and industry standards. The DER will provide technical oversight for P-3 and DHC-8 platforms and will support CBP's mission to maintain a fully mission-capable fleet.

Key Responsibilities

• Approve or recommend approval of engineering designs, repairs, alterations, and technical data in accordance with FAA Order 8110.37, 14 CFR Part 183, and CBP PWS guidelines.

• Develop, evaluate, and approve engineering change proposals (ECPs) for aircraft systems, structures, and avionics modifications.

• Ensure design solutions comply with radiation safety standards and electromagnetic interference risks as defined in the CBPMPA-M-028 Rev 4 guidelines.

• Conduct engineering evaluations during depot maintenance processes to confirm structural integrity and ensure compliance with CBPMPA-M-035 Procedures for DLM.

• Provide engineering support for repair evaluations conducted within the contractor's In-House Repair (IHR) facility.

• Collaborate with the Configuration Manager to maintain accurate aircraft configurations following approved modifications and technical directives.

• Ensure all approved engineering data aligns with FAA, DoD, and AS9100/AS9110 quality standards.

• Conduct aircraft airworthiness inspections following major repairs, modifications, or installations.

• Provide engineering support to maintenance teams, ensuring prompt resolution of technical issues affecting operational readiness.

• Investigate and resolve Deficiency Reports (DRs) by developing comprehensive technical solutions to restore aircraft airworthiness.

• Maintain detailed engineering records, including FAA Form 8110-3 approvals, airworthiness certifications, and technical directives.

Qualifications & Certifications

• FAA DER Certification with authorization codes in one or more of the following areas:

◦ Structures (Airframe Repairs & Modifications)

◦ Powerplant Systems (Engine Repairs & Performance Enhancements)

◦ Electrical, Avionics, or Systems and Equipment

• Minimum eight (8) years of aerospace engineering experience, including five (5) years supporting military or commercial aircraft (P-3 and/or DHC-8 preferred).

• Strong knowledge of FAA Order 8110.37, 14 CFR Part 183, and FAA Form 8110-3 requirements.

• Experience with CBP and DHS aviation policies, as well as US Navy 4790.2 maintenance standards.

• Experience with Technical Directives (TDs), Engineering Change Proposals (ECPs), and Airworthiness Directives (ADs).

• Bachelor's degree in Aerospace Engineering, Mechanical Engineering, or related technical field.

• Familiarity with AS9100/AS9110 quality control standards.

• Must be able to obtain and maintain a CBP Background Investigation Suitability clearance. Note: US Citizenship is required to obtain the clearance

Preferred Skills and Attributes

• Demonstrated leadership experience in providing engineering support for multi-site and detachment operations.

• Proven ability to collaborate with FAA officials, CBP leadership, and maintenance personnel.

• Experience with CAD software (e.g., CATIA, SolidWorks) for developing design data and modification drawings.

• Advanced knowledge of P-3 and/or DHC-8 aircraft systems, including structural analysis, avionics integration, and powerplant performance enhancements.

• Timely approval of engineering designs, modifications, and repairs to minimize aircraft downtime.

• Enhanced compliance with FAA, DoD, and CBP maintenance standards.

• Accurate documentation of approved technical data, including repair methods, engineering assessments, and airworthiness certifications.

• Proactive support for CBP's Technical Directive (TD) and Modification Compliance Program to maintain consistent fleet configuration.
