The Program Manager (PM) is responsible for overseeing the multi-site, multi-aircraft fleet maintenance and logistics program for CBP's Maritime Patrol Aircraft (MPA). This role requires proven leadership in managing complex aviation maintenance contracts, including multiple detachments, integrated logistics support (ILS), inventory control, and site-level maintenance operations. The PM must demonstrate experience leading programs of similar size, scope, and complexity in compliance with FAA, DoD, and CBP aviation standards.
Key Responsibilities:
- Program Oversight: Manage a multi-site aviation maintenance and logistics operation supporting P-3 and DHC-8 aircraft, ensuring mission readiness.
- Detachment Operations Management: Oversee multiple detachments simultaneously, coordinating personnel, equipment, and logistics to meet CBP mission needs.
- Aircraft Maintenance & Supply Chain Integration: Direct fleet-wide maintenance schedules, logistics coordination, and material management across multiple locations.
- Regulatory Compliance & Risk Management: Ensure contract execution aligns with FAA, DoD, and CBP compliance requirements, including AS9100/AS9110 quality control standards.
- Budgeting & Financial Management: Oversee contract financials, labor utilization, and cost control strategies.
- Government Liaison & Stakeholder Management: Serve as the primary interface with CBP leadership, the Contracting Officer (CO), and the Contracting Officer's Representative (COR).
- Performance Management: Lead quarterly Program Management Reviews (PMRs), track key performance indicators (KPIs), and manage Corrective Action Plans (CAPs) as needed.

Qualifications:
- Demonstrated leadership experience managing a complex, multi-site aviation maintenance and logistics contract.
- Experience managing detachment operations, integrated logistics support (ILS), and site-level aircraft maintenance teams.
- Minimum six years of direct P-3 and/or DHC-8 experience.
- Minimum six years of DoD or commercial multi-engine aircraft experience.
- Bachelor's degree in Aviation, Engineering, or related field preferred.
- Ability to obtain and maintain a DoD Secret clearance.
- Professional certifications or industry-recognized qualifications in aviation management are highly desirable.
Preferred Qualification:
- Must be able to obtain and maintain a CBP Background Investigation Suitability clearance. Note: US Citizenship is required to obtain the clearance
