Senior Employee Management and Relations Specialist

***This position requires an active TS/SCI security clearance to be considered. ***

Cherokee Insights is seeking qualified individuals to serve as Employee Management and Relations Specialists at the senior level to support the Behavioral Threat Analysis Center with management and employee relations to mitigate the potential risk of workplace violence and/or activities.

Senior Employee Management and Relations Specialist Responsibilities Include:
  • Provide support in the analysis of cases reported into the DITMAC that require mitigation or employment action.
  • Conduct case consultations and assist analysts in the development of analytic findings and other feedback mechanisms provided to the DoD Components on reported insider threat mitigations.
  • Advise, support, and make written recommendations to leadership regarding mitigation actions and implementation that will withstand review boards and legal review, particularly in relation to civilian practices.
  • Complete written assessments and recommendations from a labor/employee relations perspective.
  • Provide advice and assistance to management, program administration, and case management in matters related to conduct, performance, attendance, and dispute resolution.
  • Utilize a comprehensive knowledge of labor relations theories, principles and practices, and apply a high degree of judgment and originality in resolving complex and potentially controversial problems.
  • Provide written non-legal interpretation of labor relations laws, regulations, Executive Orders and decisions of labor relations formal bodies.
  • Assist in the identification of possible systemic gaps and vulnerabilities to employment policy and contracts to ensure the DITMAC effectively supports the mitigation action results of DoD Component insider threat programs.
  • Apply employee/management subject matter expertise to identify areas where enhancements, improvements, modifications, or other changes may improve systems or programs as they interrelate with each other
  • Develop standard briefings on employee and management issues associated with insider threat.
  • Produce and submit reports and talking points resulting from targeted research on different aspects of insider threat, both physical and logical, as well as continuous understanding of the labor relation laws and policies.
  • Performs other job related duties as assigned

Senior Employee Management and Relations Specialist Experience, Education, Skills, Abilities requested:
  • Active TS/SCI security clearance
  • Possess a Bachelor's degree in Business, Human Resources (HR), or a related field.
  • Possess a minimum of twelve (12) years of experience advising and assisting on personnel issues.
  • Possess a minimum of ten (10) years of experience working within DoD/ IC.
  • Knowledge and understanding of HR, DoD, and US Government policies and procedures.
  • Knowledge of adverse action requirements and procedures for both Competitive and Excepted Services within the Federal Government.
  • Experience in assisting counterintelligence, insider threat, or law enforcement investigations related to personnel and labor relations
  • Must pass pre-employment qualifications of Cherokee Federal
