The successful candidate will possess the ability to work with highly technical solution concepts while identifying needed content to respond to requirements and score against evaluation criteria. The individual must have the ability to work in a highly collaborative team environment while also completing tasks between touch points independently in a fast-paced and deadline-driven environment. This position reports to the Vice President of Proposals for Intel.

Salary Range: $100k-$230k

Primary Responsibilities:
- Collaborate with Capture Managers, Solution Architects, technical SMEs, Program Managers, Volume Leads, and other proposal team members to develop proposal responses showcasing BlueHalo's differentiated solutions while ensuring content aligns with proposal requirements.
- Interview technical and other SMEs as well as Solution Architects, Capture Managers, Program Managers, Volume Leads, and other proposal team members to document differentiating solutions, strategies, written proposal responses and oral talk tracks, translating often complex concepts into easily understandable ideas.
- Take ownership of assigned sections and volumes, driving development of compliant, compelling written responses meeting deadlines while playing a leadership role in a collaborative, team environment.
- Actively participate in proposal strategy and solutioning sessions; elicit and articulate discriminators, strategy, strengths, risk mitigators, win themes, solution, approach to performing the work, and proof points/experience.
- Write clear, compliant, compelling, persuasive, and articulate proposal sections.
- Incorporate and adjudicate feedback and Color Review comments from multiple sources into documents and track status of reviewer comments.
- Participate in After Action Reviews (AARs) and Lessons Learned to develop and implement process improvements that help improve proposal quality.
Required Qualifications:
- Active TS/SCI with polygraph; ability to support both MPO and VA-R customers
- Successful execution of large, competitive, single award procurements valued $50M+; evidence of a successful track record of high-quality, high-scoring proposals.
- Demonstrated success in writing technical, management, transition, staffing, and/or corporate experience & past performance volumes for complex efforts; ability to act as Section or Volume Lead.
- Bachelor's Degree with 8+ years of professional experience or Master's Degree with 6+ years of experience.
- 5 years of experience working as a proposal writer responding to Federal Government solicitations.
- Ability to be on-site in classified spaces in Maryland and Northern Virginia to work and submit proposals.
- Proficiency in Microsoft Word, Excel, and PowerPoint, and basic understanding of Teams Channels and SharePoint repositories.
- Excellent writing, communication, organizational, and leadership skills, with the ability to prioritize competing tasks throughout the proposal schedule.
Desired Qualifications
- Successful execution of large, competitive, single award procurements valued $350M+
- Experience with written talk tracks for oral presentations such as traditional video, live orals, and/or demonstration proposals.
- Ability to coach, instruct, and provide just-in-time training to others to support continuous improvement efforts and facilitate consistency across multiple authors.
- 8 years of experience working in a competitive Federal Government proposal environment.
