Position Summary / Objective:

This position supports SEA07L, Submarine In-Service Logistics Management and Product Support Branch in the In-Service Attack Submarines Program Office, as an on-site analyst located at Washington Navy Yard, Washington, DC.

The employee in this position is responsible to the Logistics Technical Data (LTD) Branch Manager for IT and digital data systems related to Technical Manual Management Processes (TMMP) used to develop, maintain, deliver, and use shipboard and shore based Technical Manuals, Ship System Manuals, ship/system drawings, and 3D models necessary in the acquisition, operation, and sustainment of the submarine fleet. This employee will also be the. This employee must also keep abreast of Information Assurance and Cyber Security requirements, practices, and protocols, and be an expert adviser to senior management and others regarding issues, schedules, challenges, risks, exemptions, and impacts. Familiarity with file formats, standards, system requirements, and software compatibility for electronic documents, Interactive Electronic Technical Manuals (IETMs), graphics, and databases is also necessary to support submarine LTD.

The employee should be an effective communicator in-person and remotely using on-line resources, with strong technical or operations background, and be familiar with Navy acquisition strategy, sustainment strategy, and integrated product support.

Essential functions:
  • Provide analysis of risk mitigation impacts to Logistics Technical Data (LTD) distribution as the Program Offices transition from Legacy Logistics Information Technology (LOGIT) systems to the Model Based Product Support (MBPS) system.
  • Coordinate Integrated Product Support meetings, capturing meeting minutes, prepares briefs, and tracks action items and milestones.
  • Lead the TEAMSUB MBPS Working Group for the transition from legacy LogIT and then for sustainment problems/issues resolutions.
  • Lead, interface, and participate with various Working Groups and Integrated Process Teams responsible for acquisition and maintenance of the shipboard information systems hardware infrastructure, resident software, and LTD applications such as NIAPS, NOSIS, ATIS/WebATIS, and TDMIS.
  • Lead technical manager for the transition of submarine logistics, technical data, and LTD functions, products, and records from legacy IT systems into the Model Based Product Support (MBPS) suite of applications.
  • Facilitate, assist, track, and report metrics for user accounts on MBPS for TEAMSUB users and data providers.
  • Leading coordinator for addressing IT-related logistics issues shipboard and ashore
  • Manage collaborative effort to establish and maintain an instance of Web ATIS on the classified network
  • Track and manage Cyber issues and Cyber certifications that impact logistics systems in the submarine community, afloat and ashore.


Required education and experience:
  • Experience chairing or leading dispersed technical working groups or teams.
  • Experience creating briefings for senior leadership on metrics, issues, and potential resolutions.
  • Experience working with and coordinating with a Navy Planning Yards, contractors, and NAVSEA field activities.
  • Strong verbal/presentation and written communication skills.
  • Experience with IT Cyber Security requirements.
  • Specialized experience with the following IT systems is desired: Advanced Technical Information System (ATIS), Integrated Product Development Environment (IPDE), Model Based Product Support (MBPS).


Preferred education and experience:
  • Familiarity with DoD and NAVSEA Policy and Instructions for Logistics, Product Support and Digital Transformation, and Military Standards such as MIL-STD-3100 for Technical Data Packages.
  • Specialized experience with IT projects involving the following topics is desired: legacy data management, large data migration efforts, transition of enterprise-level IT capabilities, modernization and compliance with data standards
  • Working knowledge and experience in Navy acquisition, Integrated Product Support (IPS), and submarine sustainment, to include regulations, policies, processes, budget management, Information Technology (IT) systems, and techniques for product analysis in support of US Fleet operations.
  • Working knowledge of Navy correspondence and records management requirements, including security classification and handling restrictions; and Navy correspondence authoring, editing, routing, marking, processing, tracking, electronic filing, research, retention, and destruction.
  • Proficiency with current Microsoft Office suite of applications (Word, Outlook, Excel, PowerPoint), and would further benefit from knowledge of Access, Project and additional US Navy Information Technology resources used to support acquisition and IPS, such as CDMD-OA, ATIS, ERP, NTIRA, NDE, OneTouch, Haystack, etc.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, and photocopiers. Additionally, this position may include going onto submarines or into a shipyard environment.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length, (0730 -1530). Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:
  • Telework Allowed up to 40%. Three days in office and two days telework, depending on customer requirements.


Travel:
  • Ability to travel CONUS; potential to travel OCONUS
  • Up to 10% travel may be required.
