Overview

VTG is seeking a Program Analyst in Fort Meade, Maryland, to provide business and financial operations support to the Defense Information Systems Agency (DISA). This is a hybrid role (onsite/remote).

What will you do?

The Program Analyst serves as an integral member of the project team, implementing and supporting program and project/project controls work processes at divisions and field sites. The Program Analyst provides reliable quantitative or qualitative data analysis and evaluation of programs or projects and provides management with data pertaining to improving processes and procedures. The Program Analyst assists program and project managers, as necessary, for successful completion of assigned programs and projects. Duties include:
  • Plans, coordinates, develops, and generates comprehensive reports to improve the overall development and
    execution of organizational programs;
  • Perform analyses to identify dependencies, project/program milestones, technical milestones (Gate, Decision,
    Baseline Reviews, Acquisition Decision Memorandum approvals, release scheduling activities);
  • Participate in special projects to support program elements of contractual, cost, schedule, and performance;
  • Technical advisor to clients to recommend areas for functional changes/investigation;
  • Write and update project documentation, system procedures, presentations, and training materials.
  • Conduct reviews of program operations to determine compliance with technical contractual requirements;
  • Assist the Program Manager to assess overall performance and operations to develop goals and objectives;
  • Provides data collection and analysis; presentations; project assessments; and creates and maintains
    templates, forms, and processes; maintains and archives electronic data and files to ensure documentation is
    reliable and accurate; may provide database administration for systems within and exclusive to the Program
    Management Office;
  • Supports and executes appropriate project processes that ensure progress, highlight and mitigate risks, and
    ensure alignment with stated program or project objectives; exercises judgment to make appropriate, related
    recommendations and consultative suggestions;
  • Retrieves and analyzes project and program historical information from various sources to support statement of
    work (SOW), work breakdown structure (WBS), and estimate development. Analyzes estimates to ensure basis
    of estimate is documented, and when compared against historical data, ensures differences are identified,
    investigated, explained, and documented;
  • Supports project managers in identify potential issues that may impact the quality of services, interfere with the
    organization's ability to manage risks, and/or creates opportunities to address these issues more effectively;
  • Interacts effectively with management to articulate issues and propose potential solutions; may serve in an
    advisory capacity to program and project managers and interface with customers, contractors, and the like, as
    required;
  • Supports program and project management/project controls functions a division(s); may do so by assisting with
    activities such as planning requirements, analysis and design, technical reviews, integration, implementation,
    operations turnover, and project closing; may assist with scheduling, execution, budgeting,
    monitoring/controlling, and analyzing risks.

Do you have what it takes?

Required Skills:

  • Bachelor's Degree (Business, Accounting, Finance, Engineering, Economics, Computer Science, or related field) plus four (4) years' experience, or an equivalent combination of training and experience.
  • Advanced knowledge of Microsoft Office Suite and finance and accounting software such as CostPoint.
  • Position requires knowledge of enterprise resources planning systems and techniques; working knowledge of network and operating systems, server technologies and programs such as Microsoft Visual Studio, Earned
    Value Management, Microsoft SQL, and Visual Basic. Programming knowledge specific to company/department assets, preferred.
  • Proven program and project experience interpreting statements of work (SOW), work breakdown structure (WBS), and estimate development.
  • Must possess superb organization skills, detail orientation, and ability to work in a fast paced work environment.
  • Must have and maintain a Secret clearance.

Preferred Skills:

  • PMP certificate.
  • Superior research and problem-solving skills founded on analytical rigor, strategic thinking, and strong business
    judgment.
  • Ability to perform sophisticated quantitative analyses that translate into actionable insights.
  • Ability to analyze large databases, develop models to inform business decisions, and communicate methodology and insights to non-technical audiences.
  • Ability to communicate effectively in writing and verbally.
  • Ability to multi-task and handle multiply priorities simultaneousl y.

Pay Range: VTG's estimated starting pay range is $60,000-$80,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
