Chenega Enterprise Systems & Solutions, LLC, a Chenega Professional Services' company, is looking for a Management Analyst to support The Federal Bureau of Investigation (FBI) Private Sector Clearance Program (PSCP) in their strategic partnership between the U.S. Government (USG) and U.S. Private Industry.

Responsibilities

  • Serves as a principal liaison and coordinates logistics with private sector partners, the Security Division, and FBIHQ Divisions and Field Offices and other critical stakeholders. Coordinates with senior level executives inside and outside the bureau to foster a professional, superior customer-service oriented program.
  • Maintain the PSCP database to ensure an effective, reliable system is maintained for tracking all aspects of the clearance process, One-Time Access (OTA) and Non-PAID Consultant (NPCP), and all data is properly captured and recorded for all private sector individuals undergoing background checks for a security clearance, OTA or NPCP approval.
  • Review all nominations for PSCP, OTAs and the NPCP to ensure the individual's sponsorship for the respective program is justified and meets the program established criteria. Conduct and processes all required National Agency Checks (NACs) and other required database queries to process security clearances, OTAs and NPCP nominations.
  • Received in-bound and prepares approval communications to include Electronic Communications (EC) for EM signature for dissemination to stakeholders. Draft email correspondence to stakeholders concerning ongoing background investigations, program guidance and to obtain additional BI investigation as needed.
  • Drafts and prepare monthly PSCP status reports, and as needed other reports, charts, graphs etc for executive management. Prepares correspondence, reports, briefings, and other documents and maintains appropriate files, both hard and soft copies, as required.
  • Create new PSCP participants records and complete and update all data fields in the PSCP Excel tracking database, conduct weekly integrity audits to ensure the data input is accurately captured and correctly displaying on the graphs, charts, and reports.
  • Assists with the preparation of final reports to include editing for errors, prepares appropriate charts, graphs, and computer-based presentations, assists in the development of Standard Operating Procedures (SOPs) and updates as necessary.
  • Drafts content relating to the PSCP for the internal and public facing websites, works with the PSCP PM to ensures all sites undergo routine reviews to ensure content is accurate and when needed updates are made in a timely and effective manner in conjunction with the respective webmasters, based on defined and documented timelines and/or as directed by OSO management.
  • Handle timely all assigned investigative leads. Perform security indoctrination, execute all security briefing forms, draft ECs and upload all documentation in SENTINEL.
  • Performs a variety of general management functions to include the preparation of management briefings and reports, ECs, and memos to identify inefficiencies; streamline processes; eliminate redundancies; evaluate performance measures; and ensure processes meet valid requirements.
  • Works closely with, and may act as the backup for, the PSCP PM and assists in ensuring all functions and tasks associated with the PSCP are completed accurately and in a timely manner. Adjudication experience is not required as training will be provided to properly address questions from the FBI stakeholders.
  • Maintain access to all databases to conduct the required FBI enquiries.

Qualifications

  • Active TS Clearance with SCI Eligible.
  • Bachelor's degree security, business, intelligence, or related field required. Advanced degree in security, business, management, government, intelligence, or related field preferred.
  • Minimum of 7 years demonstrated experience working in an office environment handling administrative matters and performing related work that demonstrate the ability to successfully meet or exceed requirements in this RFQ.
  • Minimum of 4 years demonstrated experience drafting correspondences, reports, briefings, Standard Operating Procedures and other documentation as required.
  • Minimum of 4 years demonstrated exceptional organizational skills to ensure proper records are maintained.
  • Excellent communication skills, both oral and written.
  • Possess excellent computer skills to include proficiency in MS Office Suite Products. Must have proficiency specifically with Excel to include an in-depth knowledge how to create Excel formulas, create charts and graphs from Excel data.
