Basic Functions:

Operates, maintains, adjusts, and repairs electrical systems, appliances, and assists with electrical service (low and medium voltage distribution systems - 12 to 10,000 volts) when applicable under guidance of the Facility Maintenance Supervisor.

Specific responsibilities:
  • The incumbent operates, adjusts, repairs, and maintains electrical systems including all emergency power supply systems, automatic power transfer switches, operating control and alarm system, service and distribution systems including main and distribution switchboards, panelboard fuses and transformers, motor connections and controls including starters and motor control centers, lighting including incandescent, fluorescent, recessed, surface, weatherproof, vapor tight, and dimmers.
  • The incumbent performs routine maintenance and repair, scheduled preventative maintenance, and testing of electrical distribution systems, circuits, and equipment in accordance with established schedules, operating procedures and equipment warranty, performs a wide variety of routine electrical maintenance and repair functions of a general nature.
  • The incumbent performs repair of components such as rectifiers, inverters, associated generating and distribution equipment. Analyzes malfunctions in electrical standby power systems, distribution systems, motor connections and controls by visual and auditory inspections and makes necessary adjustments and repairs, conducts tests of equipment using voltmeters, ammeters, ohmmeters, continuity testers, frequency gauges, and infrared heat detectors, tests circuits for proper connections and continuity, adjusts components to ensure optimum operating efficiency.
  • The incumbent maintains records of all work accomplished and parts used, complies with all related published directives, work standards and technical publications. The incumbent ensures that all equipment under his/her responsibility is listed in the Department of State's (DoS) Computerized Maintenance Management System (CMMS) program called the Global Maintenance Management System (GMMS), documents and schedules all work, regardless of whether it is routine, preventative, or unscheduled maintenance through GMMS.
  • The incumbent installs and renovates electrical systems and individual components thereof in compliance with applicable U.S. National Electric Code. Installs and wires light fixtures, switches, wall outlets, junction boxes, circuit breakers, etc., installs, maintains and repairs electrical equipment and appliances such as, motors, fans, lighting fixtures, and connections of electrical machines, office equipment, distribution panels, UPS systems, transformers, etc., shall be skilled using the various conduit fittings associated with each type of conduit, inspects electrical work performed by outside contractors to assure proper practices and contract compliance, reports findings to the Facilities Maintenance Supervisor and contracting officer.
  • The incumbent will analyze malfunctions/failure conditions to determine the root cause of the failure; will expedite repairs to the equipment/system components in a timely manner; make the necessary adjustments to keep the system operating within the design operating parameters.
  • The incumbent will maintain an adequate level of spare parts at all times. This includes, but is not limited to, circuit breakers, wiring, ballasts, fixture lamps or all types, switches, convenience outlets, various sizes of conduit with couplings and connectors, splice kits, mechanical and hi-press lugs, occupancy sensors, fire alarm devices, and any component considered critical to maintaining a functioning building. When establishing high- and low-level stock quantities, the incumbent shall take into consideration the amount of time it takes to ship components and other spare parts from the U.S., and the time it takes for shipments to clear customs. The incumbent shall work with the Facility Maintenance Supervisor in developing the appropriate stock level limits.
  • The incumbent provides escort as necessary for Locally Employed (LE) staff and other approved personnel, covers for other contract employees as necessary and performs other duties as assigned.
  • The incumbent, or his trained backup personnel, will respond to emergency conditions such as power failures and other conditions impacting the electrical service to critical areas.
  • The incumbent will follow and apply all safety procedures and policies as specified by the contract that this Position Description is governed by.
  • The incumbent shall gain full knowledge of the system(s) above, and associated components, and be able to work independently within 90 calendar days after the start of employment.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE
  1. Education

Completion of secondary school required or obtained a GED, completion of vocational or trade school program in electrical and electronics systems producing journeyman level skill required.
  1. Prior Work Experience

Licensed journeyman electrician with minimum 5 years of progressively responsible positions in the maintenance and construction of electrical repairs and maintenance in the industry and troubleshooting electronic control systems experience required. Experience is include, but not limited to, generator switchgear, distribution system, and general building electrical maintenance and repair. Three of five year experience must be in working with medium voltage equipment (601V to 100kV). Experience to include work with automatic voltage regulators, medium voltage switchgear, SCADA (or equivalent) systems and transformers, licensing by NETA preferred.
  1. Knowledge

Must be able to read and interpret blueprints, sketches, electrical schematic diagrams, PLC schematics required trade manuals, equipment operation and maintenance manuals, and electrical and electrical/ mechanical utility code books. Must be able to work on medium voltage electrical systems and transformers.
  1. Skills and Abilities

Must be able to correctly use tools of the trade, power equipment such as threaders, and drills. Possess basic computer skills, use a calculator to determine cost data and calculate man-hours for work elements, must be able to use electrical testing equipment such as ohm meters, meg-ohm meters amp meters, and other electrical component testing equipment. Top Secret clearance is required.
