Responsibilities
This STAQSS contract supports the SAF/AQ organization, other PEOs as directed, and other Headquarters Air Force organizations where it is in the interest of the SAF/AQ to have an acquisition support presence within that organization. The objective is to provide specialized expertise to complement the organization's inherent resources for effective and efficient mission accomplishment and continuity, introduction of innovation, and enhancement of technical competence. The contractor shall support the entire spectrum of acquisition and sustainment efforts as necessary to support the respective Government organizations.
Office of the Deputy Assistant Secretary for Contracting (SAF/AQC) is the Air Force's lead contracting representative on the Air Staff responsible for developing and executing innovative business strategies and cost effective contracting solutions to enable the global Air Force mission.
The Contractor support shall be primarily for Contracting Business Systems (AQCI) e-business support as well as other AQC non-e-business initiatives. Personnel in this position shall understand e-business systems, financial systems (Defense Enterprise Accounting and Management System and Enterprise Resource Planning systems), and contracting systems (CON-IT, ConWrite, ACPS).

The tasks for this position include but are not limited to:
- Supporting HAF budget preparation and defense, SAE oversight, decision-making activities.
- Supporting the HAF review process: Air Force Requirements Oversight Council (AFROCs), Joint Warfighting Capabilities Assessment (JWCAs), Defense Acquisition Boards (DABs), Congressional cycle, Acquisition Strategy Panels (ASPs), Air Force Review Board (AFRBs), Configuration Steering Board (CSB), Government Accountability Office (GAO) reports, etc.
- Use knowledge of CON-IT, ConWrite, and ACPS systems and their linkages to other business systems to help identify upcoming requirements and make recommendations in support of ongoing projects and initiatives.
- Providing short notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, OSD Staff, Joint Staff, HQ USAF, and MAJCOM.
- Preparing Planning, Programming, Budgeting and Execution (PPBE) documentation to ensure they accurately articulate the SAF/AQC associated programs.
- Maintaining, analyzing, planning, scheduling, and management of AQC funding data.
- Studying, analyzing, and providing recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution.
- Providing impartial assessments of approaching milestone decisions and of prime Contractor technical and operational issues on programs within the oversight of SAF/AQC.
- Researching and analyzing program trends, identifying issues, and recommending solutions.
- Making recommendations on the allocation of funding, establishment of program goals, objectives, and schedules, and the formulation of program direction.
- Tracking compliance with stated program direction and identifying issues.
- Identifying and researching programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules.
- Generating PowerPoint slides to ensure understanding of pertinent briefing topics at various levels of leadership and conducting briefing reviews of slides with AQCI.
- Reviewing and evaluating the impact of national, DoD, Joint Chiefs of Staff (JCS), and civil government policies and activities that affect Air Force acquisition programs and capability areas.
- Maintaining historical Air Force AQC program documentation and developing summary documents/briefings and training material.
- Monitoring on-going studies, analyses, and developmental work relevant to AQC related systems.
- Reviewing and providing data to assist in preparation for legislative hearings, program documentation, briefing packages and read-aheads, Congressional staffer visits, and other events to ensure an integrated and consistent Air Force position in response to Congressional questions, issues, and requests for information on assigned program/portfolio.
- Any other tasks closely associated with the performance of duties list above and as coordinated with the COR. .
Qualifications

- The Contractor support shall be primarily for Contracting Business Systems (AQCI) e-business support as well as other AQC non-e-business initiatives. Personnel in this position shall understand e-business systems, financial systems (Defense Enterprise Accounting and Management System and Enterprise Resource Planning systems), and contracting systems (CON-IT, ConWrite, ACPS)
- Personnel in this position shall have a Master's degree in a business discipline.
- A total of 10 years of experience in federal Government contracting, which may be a compilation of private industry and Government experience in contracting for or with federal agencies.
- Experience in Federal and DoD e-business and contracting systems (e.g. Standard Procurement System, ConWrite, ACPS), e-business and contracting automation tools (e.g. Federal Procurement System-Next Generation, Electronic Document Access, Wide-AreaWorkflow, Automated Business Service System, Defense Enterprise Accounting and Management System, Enterprise Resource Planning systems.
