Astraeus Operations (AO) is an SBA-certified 8(a) Small Disadvantaged Business (SBD) subsidiary of the Chenega Corporation, an Alaska Native Corporation (ANC). AO is eligible for sole source, direct awards up to $100M for DOD and up to $25M for other federal agencies, without J&A. Astraeus is the easy button for a client wishing to take advantage of the rapid, agile, and flexible sole source procurement option. Combined with the shared PMO services, Astraeus offers highly competitive labor rates to fulfill day-to-day contract operations.

The Procurement Analyst will be part of a dynamic team that provides IT support, maintenance, operations, logistics, and engineering services to help ensure the secure, reliable, and uninterrupted availability of INL/A Management Information Systems. This role will provide procurement support to the Astraeus team supporting the Department of State, Bureau of International Narcotics, and Law Enforcement Affairs Office of Aviation (INL/A), providing essential technology services in support of their missions to sustain the national security and economic interests of our nation.

Responsibilities

  • Identify, manage, escalate, and mitigate supply-based risks throughout the procurement life cycle in support of contract requirements, operational goals, and business strategy by effectively partnering with other functional groups such as Legal, Contracts, Compliance, Risk Management, Finance, and others.
  • Create and issue requests for proposals.
  • Evaluate supplier proposals.
  • Conduct pricing analysis and bill of materials.
  • Conducts research to determine the best suppliers in terms of value, delivery schedules, and quality.
  • Responsible for purchasing a variety of complex or technical supplies or services.
  • Develop contract specifications, works statement, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  • Works with internal customers to ensure specifications are appropriate for the services or products required.
  • Develop and maintain vendor relationships.
  • Identify opportunities to reduce cost, improve efficiency, and manage risk through targeted negotiations.
  • Issue and manage performance of purchase orders, ensuring compliance with all law requirements as well as company (and business) policies and procedures.
  • Manage assigned responsibilities so that quality, cost, and delivery objectives of the operations are successfully supported.
  • Prepare documentation and progress reports for clients.
  • Travel may be required for special projects. (CONUS, OCONUS)
  • Other duties as assigned.

Qualifications

  • Bachelor's degree OR
  • Associate degree and 2+ years of related experience.
  • Education requirement may be substituted with 4+ years of relevant experience.
  • 2+ years of related experience, preferably with a government contractor.
  • Secret clearance required.


Knowledge, Skills, and Abilities:
  • Knowledge of Federal Acquisition Regulations (FAR).
  • Experience with negotiating pricing and terms and issuing purchase orders.
  • Experience with evaluating requirements for hardware or software to support US government client contracts.
  • Excellent verbal and written communication.
