Chenega Agile Real-Time Solutions (CARS) is seeking a Lead Engineer to lead the development, maintenance, and support of TRICARE Manuals Application Area (TMAA) web applications. This role will involve systems engineering, project management, and system administration to ensure seamless functionality and compliance with DHA security standards.

Responsibilities

  • Develop and maintain TRICARE Manuals web applications for public and DHA users.
  • Design and build application components, ensuring scalability and performance.
  • Write, review, and maintain clean, efficient, and scalable code using Microsoft Blazor, C#, and .NET Core.
  • Perform code reviews/pull request reviews and provide constructive feedback to peers.
  • Develop and execute automated tests (unit and integration) for application reliability.
  • Perform system testing and troubleshoot issues across development environments.
  • Deploy application releases in cloud-based environments.
  • Engage in Agile development practices (daily stand-ups, sprint planning, and backlog management).
  • Implement and maintain automated testing capabilities using continuous integration (CI) tools.
  • Collaborate with project owners and stakeholders to prioritize and define project work.
  • Lead daily development team stand-up meetings and bi-weekly sprint planning sessions.
  • Plan, track, and report project progress through monthly status meetings.
  • Develop and document user stories and project feature requirements.
  • Coordinate with Quality Assurance (QA) personnel to validate application functionality.
  • Maintain project coding standards and best practices.
  • Manage system documentation and support risk assessment efforts in collaboration with the Enclave as a Service (EaaS) Team.
  • Develop and submit Plan of Action & Milestones (POA&M) entries for security tracking in eMASS.
  • Provide updated Security Technical Implementation Guides (STIGs) to EaaS on a quarterly basis.
  • Collaborate with TMAA desktop publishing developers to ensure seamless data transfer.
  • Maintain and troubleshoot TMAA software applications to ensure optimal performance.
  • Track, identify, and document IAVM patches and mitigations for security compliance.
  • Coordinate with Platform as a Service (PaaS) administrators for OS patching as required.
  • Complete and submit DHA Hosting Consolidated System Access Requests (DD2875) for project server access.
  • Manage PaaS and Database as a Service (DBaaS) customer responsibilities, including server OS installation and configuration.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree in Computer Science, Information Technology, or a related field (preferred).
  • 10+ years of relevant experience
  • CompTIA Security+ certification (required).
  • Background check required
    • Ability to obtain Public Trust clearance and maintain access to customer systems.


Knowledge, Skills and Abilities:
  • Strong analytical and problem-solving skills with a focus on troubleshooting complex issues.
  • Excellent communication and teamwork abilities, able to work with both technical and non-technical stakeholders.
  • Proficiency in Microsoft Blazor, C#, and .NET Core.
  • Frontend development experience with HTML, CSS, XML, and JavaScript.
  • Expertise in backend technologies including SQL, Microsoft Entity Framework, JSON, YAML, and Markdown.
  • Experience with full-text search engines such as dtSearch and Microsoft SQL Server.
  • Proficiency in Microsoft Azure DevOps, Git, and Splunk for work management, source control, and CI/CD.
  • Familiarity with agile development methodologies and sprint-based workflows.
  • Strong experience with unit testing and debugging best practices.
  • Experience working within the Defense Health Agency (DHA) or other DoD healthcare IT environments.
  • Knowledge of DHA security policies, eMASS, STIGs, and POA&M processes.
  • Understanding of data security compliance in a federal healthcare setting.
  • Deep understanding of project management methodologies and best practices.
  • Proven leadership skills with the ability to motivate and manage cross-functional teams.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and yet be effective within a team setting
  • Must be capable of managing multiple efforts with time-related constraints in a fast-paced contracting environment
  • Demonstrated ability to effectively communicate and collaborate with diverse internal and external stakeholder groups and individuals
  • Friendly presence, helpful attitude, good interpersonal skills, and ability to work well with others.
  • Excellent skills in Microsoft Word, Excel, and other Office applications
  • Proficient with Microsoft Office Applications, and experience working in a home office setting as well as the ability to train end users on frequently asked technical issues.
  • Ability to provide technical assistance and support over the phone, good phone skills, professional demeanor, and previous customer service experience strongly desired.
  • Good problem-solving skills with the ability to visualize a problem/situation and think abstractly to solve it
