Position Overview: This critical leadership position supports US and Coalition partners in Southeast Asia (Philippines) by providing expert training and operational oversight of a complex intelligence system. You will lead a forward-deployed team responsible for system maintenance, data integration, and intelligence analysis. Furthermore, you will deliver training on a wide range of intelligence methodologies and technologies, including C5ISR systems. You will also collaborate directly with software developers to enhance system capabilities.

Primary Responsibilities:
• Lead a Forward Deployed Team: Lead a forward-deployed team of intelligence and technical specialists, overseeing the operation, maintenance, and data integration of a complex intelligence system.
• Conduct Frequent Training and Exercise Support: Regularly deliver training and provide on-site support for exercises and training activities across Southeast Asia, focusing on the effective use of intelligence tools, techniques, and procedures. This will involve travel to various locations within the region as needed. You will tailor training to the specific needs and skill levels of US and coalition partner personnel.
• Intelligence Cycle Expertise and Implementation: Demonstrate a comprehensive understanding and proven experience in implementing the full intelligence cycle-from planning and direction to collection, processing, exploitation, analysis, and dissemination - adapting these methodologies to diverse operational environments.
• Intelligence Production and Analysis Training: As part of your training responsibilities, you will provide in-depth instruction on a wide range of intelligence production methodologies. This includes:
- Collection Management: Teach best practices for identifying intelligence requirements, selecting appropriate collection methods, and managing the collection process.
- Processing, Exploitation, and Dissemination (PED): Train personnel on techniques for processing raw intelligence data, exploiting it for actionable intelligence, and disseminating it effectively to relevant consumers.
- Intelligence, Reconnaissance, and Surveillance (ISR) Operations: Provide instruction on the planning, execution, and management of ISR operations, emphasizing integration with other intelligence disciplines.
- Commander Support: Demonstrate the ability to provide clear, concise, and timely intelligence briefings to senior military leaders and decision-makers, tailored to their specific information needs and decision-making processes. This includes training on briefing techniques and presentation skills.
- Multi-Discipline Intelligence: Be prepared to explain and train on how national-to-tactical intelligence from various disciplines (e.g., HUMINT, SIGINT, IMINT, OSINT) integrates to provide a complete intelligence picture.
• Advanced Analytic Tool Proficiency and Training: Possess and convey expertise in utilizing a variety of sophisticated analytic tools and software. This includes training on how to use these tools effectively for data analysis, visualization, and report generation. You will be responsible for staying current on the latest technological advancements in intelligence analysis and incorporating those advancements into training programs.

Basic Qualifications:
• Security Clearance: An active DoD security clearance of Secret or higher (TS/SCI preferred).
• Forward Deployment and Regional Expertise: Able to live and work in secure environments in Manila, Philippines, with willingness to travel extensively throughout Southeast Asia. Demonstrated understanding of the regional political, security, and cultural landscape is highly desirable.
• Intelligence Cycle Proficiency: Proven experience (minimum 10 years) in all phases of the intelligence cycle, including planning, collection management, processing, exploitation, analysis, and dissemination (PED). Specific experience with HUMINT, SIGINT, IMINT, or OSINT collection methods is highly desirable.
• Training and Instruction: Extensive experience in developing and delivering training programs to diverse audiences, including military personnel and international partners. Demonstrated ability to adapt training materials to different skill levels and learning styles.
• Advanced Analytic Tool Proficiency: Proficiency in using a wide range of advanced analytic tools and software for data analysis, visualization, and report generation. Demonstrated experience with a variety of C5ISR systems and technologies.
• Communication and Briefing Skills: Exceptional written and verbal communication skills. Proven ability to prepare and deliver clear, concise, and impactful intelligence briefings to senior military leaders and decision-makers.
• Team Leadership: Demonstrated experience leading and mentoring teams in challenging operational environments.

Preferred Skills:
• Foreign Disclosure Expertise: Experience with the Foreign Disclosure process and procedures for sharing intelligence with coalition partners.
• Software Development Collaboration: Experience collaborating with software developers in an agile development environment. Familiarity with specific software development methodologies (e.g., Agile, Scrum) is a plus.
Regional Experience: Experience in Southeast Asia is preferred, but not required
